STATEMENT OF WORK
FY 2005

Project Goal: Management of property as a fish and wildlife conservation area.  The general activities are to maintain and enhance habitat values on the property through ongoing operations, maintenance, resource monitoring, and restoration/enhancement projects.

Discussion:  The project will partially mitigate fish and wildlife impacts for the John Day Dam as outlined in the Northwest Power Planning Council's (NPPC) Wildlife Program (NPPC 1994, §11.1, §7.6).  The following species may be beneficially affected: great blue heron, Canada goose, spotted sandpiper, yellow warbler, black-capped chickadee, western meadowlark, California quail, mallard, mink, spring Chinook salmon, summer steelhead, bull trout, and Pacific lamprey.  The Confederated Tribes of Warm Springs Department of Natural resources will manage and will plan and coordinate with other natural resource cooperators.  Results of project restoration and enhancement activities will be monitored and evaluated using widely accepted scientific methods.  The project will compliment several ongoing protection and restoration efforts in the John Day Basin.

Location of Project:  The Forrest Conservation Area property is located in eastern Oregon within the Upper John Day Basin.  The Conservation Area consists of two parcels, one along the upper Mainstem John Day River consisting of 3,445 acres and one along the Middle Fork John Day River consisting of 786 acres.  The Mainstem parcel is located approximately ½ mile to the east of Prairie City, Oregon, and the Middle Fork parcel is located approximately 2 miles west of the Bates, Oregon along County Rd. 20.
