PROJECT BUDGETS AND OTHER INFORMATION

Attachment 1 provides the Master Budget for project activities March 1, 2005 and February 28, 2006.  This budget is divided into the following five major categories:

1.  Personal Services - Salaries including Other Personnel Expenses (OPE). OPE is calculated by position based on a worksheet available from ODFW Administrative Services Division.

2.  Services and Supplies - Covers all standard operational costs other than capital outlay and contractual services.  Items include office operation (postage, communications, duplication, and office supplies); utilities; vehicle operation; and some accessories (field equipment, uniforms, etc.).  Also listed here are the items, which are considered "Nonexpendable" and/or "Sensitive" by BPA but are not considered "Capital Outlay" for ODFW budgeting purposes (see "Capital Outlay" below).

ODFW Human Resources Policy directing employee appearance and uniforms is attached

3.  Administrative Overhead associated with personal services and services and supplies were computed at 22.96%.

4.  Capital Outlay charges include all items having a value of $5,000 or more or a life expectancy of two or more years.  Categories may include vehicles, some computer equipment, field equipment etc.

5.  Contractual Services covers all work that will not be done directly by ODFW personnel but that will be closely supervised and guided by them.  These services include, but are not limited to, consulting, surveying, data compilation, construction of instream structures and fences, vegetative planting, and structural maintenance.

Attachment 2 provides the anticipated budget by BPA Work Element.  A work schedule by Milestone is identified for each Work Element.

Attachment 3 provides an anticipated Monthly Spending Plan.

Attachment 4 provides ODFW's Human Resources Policy HR 450 20; Uniforms and Professional Appearance.  This item is included to justify uniform expenses.

Attachment 5 provides an inventory of capitol items purchased by this project.
