Contract Description:
Administration of the Grande Ronde Model Watershed Foundation

This contract will cover administration of the Grande Ronde Model Watershed Foundation for the period June 6, 2005 - September 30, 2005 (FY 05), and all of FY 06.  It will replace the current GRMWP/USFS Administration contract after it expires September 30, 2005.  Project Planner services, currently paid through the USFS contract, will be contracted through the GRMWF and this contract beginning June 6, 2005, and will not be paid through the USFS contract after that date.  Certain other supplies and services covered by the GRMWP - USFS and EOU administrative contracts will gradually be transfered over to this contract (see line item budget).

Project Planner - Contractor Duties

The contractor's tasks/duties as also identified in the SOW are as follows:

Manage and Administer Projects
•Coordinate technical assistance (agency biologists, engineering) to landowners to develop restoration projects
•Prepare and submit SOW packages for GRMWF FY 06 sponsored restoration projects (will be developed in FY 05 and early FY 06)
•Administer, maintain fiscal records, submit invoices for active GRMWF sponsored restoration projects(4 - FY 04 & 05 contracts, estimated 3 - FY 06 contracts
•Administer, maintain fiscal records, submit invoices for 3 GRMWP Administrative contracts (EOU, USFS, Union County)

Identify and Select Projects
•Coordinate with prospective restoration partners to develop projects for potential FY 06 & FY 07 funding (estimated 10-12 projects each year)
•Conduct on-site pre-proposal (FY 06 & 07) and active project (FY 04 & 05) reviews
•Organize and conduct Technical Committee proposal review (FY 06)
•Facilitate Board of Directors proposal review (FY 06)

Coordination
•Facilitate information sharing and program coordination with restoration partners (daily and at monthly coordination meeting
•Develop restoration priority summary (source GR Subbasin Plan)
•Provide assistance to landowners related to technical resource issues, ESA consulting, permitting and potential funding sources

Note:  The Grande Ronde Subbasin Plan identified priority restoration strategies and key watersheds throughout the Grande Ronde Basin.  However, the SBP is not a user friendly document for the average prospective project applicant.  The tasks for the contractor under this Work Element are to develop a summary document identifying the needs and potential priority actions (projects), and to communicate those to prospective restoration partners.

Produce Environmental Compliance Documentation
•Complete NEPA Checklists for FY 06 GRMWP/BPA funded projects
•Facilitate the completion of Biological Assessments for GRMWF FY 06 sponsored projects (prepare or subcontract preparation)
•Complete DSL/COE/DEQ permit applications for GRMWF FY 06 projects (proposals are not identified at this point and will be developed during FY 05 and early FY 06)
•Facilitate Cultural Resource clearance for GRMWF sponsored FY 06 projects

Produce Design and/or Specifications
•Identify project engineering needs and facilitate development of any necessary pre-project engineering work or products (surveys, pre-design, budget estimates).
•Subcontract above services as needed

Produce Annual and Status Reports
•Submit annual reports to BPA COTR as identified in Work Element F.
•Submit status reports as per milestone schedule in Work Element G.

Engineering Assitance

The GRMWP/BPA currently has a cooperative program with the Bureau of Reclamation to provide project engineering services (preliminary engineering and final designs).  This program will continue as is during the FY 05 portion of this administrative contract.  Beginning in FY 06 the GRMWP intends to subcontract with local or other firms to provide a significant portion of the preliminary engineering work, the amount is partially contingent on the BOR's ability to cost share in FY 06 as they have in the past (this will be negotiated/determined in late FY 05).  Beginning in FY 06 final project engineering designs will be incorporated into individual project proposals/contracts to more appropriately meet project specific needs and to more accurately reflect individual project costs.  We will likely not propose a FY 06 BPA/BOR final design engineering contract as it currently exists.
