PROJECT PURPOSE:  
Provide an independent review of the work and progress to develop the Step 1 Masterplan. The focus of the review will be to provide alternatives and actions to support development, refinement and add value to the Step 1 Masterplan. This proposed process will provide an independent, impartial project review by a team assembled specifically for this study. Areas of focus will be fisheries science, engineering, budgeting and cost analysis and presentation and plan presentation (plan writing).

PROJECT DELIVERABLES:  
An impartial, independent project review by a team assembled specifically for this study. The study will review current work completed on the Step 1 masterplan. An orientation meeting will be conducted with YN to educate the review team on project. A consolidated report of actions and alternatives will be developed. The focus of this report will be items that will add value to the Step 1 Masterplan. Report will be a synopsis of alternatives and actions in the specific areas of focus. The deliverable should help the sponsor refine the Step 1 Masterplan and increase likelihood of a favorable review by the Council. It should be understood that this review in no way guarantees Council approval but should help provide specific direction to the project sponsor.  

BACKGROUND:  
The contractor was asked to organize a review team that should support the project sponsor in review of the Step 1 Masterplan currently being developed. The review will focus on key areas of the plan that will add value in areas that are required by the Council for Masterplan approval.
