Contract Description:
The CCR is designed to provide additional time to the subcontractor to complete work on all conservation easement planning.  The extended performance is through to 9/30/08.  The is a no cost time extension, so budget changes are needed. (DMB)

Teanaway Watershed Forestland Assessments and Valuation, North Fork Teanaway Riparian Conservation Easement Development, and Pre Acquisition Conservation Planning

This contract is for the first phase of work for the North Fork Teanaway Riparian Conservation Easement acquisition  The property is located in Cle Elum, Washington.  
This contract will support the overall project by accelerating the Conservation Easement habitat protection processes.

Kittitas Conservation Trust (KCT) will sub-contract with Pacific Forest Trust (PFT)  to conduct valuation analyses of 50,000 acres of forest land in the Teanaway River watershed.  KCT will structure a purchase of riparian conservation easements from PFT that will close subsequent to their conservation purchase of the working forestlands within the 50,000 acre Teanaway Tract.
Pre acquisition studies will be organized in the following manner:
     1)  Overview of the Teanaway Forest Tract - biodiversity and ESA issues, wildfire fuel loading, timberland productivity
     2)  Acquisition logistics - Scenario and timeline for development component approvals associated with forestland conservation purchase
     3)  Forestland valuation - Analysis of alternatives for ongoing timber resource management and growth cycle limitations
     4)  Land Planning - Mapping and analysis of sensitive and reserve areas (Spotted owl circles, riparian areas and anadromous fish habitat, Budworm).
     5)  Riparian Conservation Easement - Preliminary mapping and terms of easement for conveyance to KCT upon closing of conservation purchase.

Periodic Reports will chart progress of the itemized studies and analyses.

Final Report will contain the full set of deliverables including mapping, analyses, valuation conclusions, and summary of terms and conditions of the proposed Conservation Easement.  These documents will be made available to BPA Lands Group at the conclusion of the contract to assist in project monitoring and participation, when and if the acquisition stage is reached regarding securing riparian easements along the NF Teanaway, as discussed in the proposal.
