Contract Description:
This contract is to coordinate and plan a project that will evaluate potential impacts on first food resources of the Columbia River Inter-Tribal Fish Commissions' (CRITFC) four member tribes (Warm Springs, Umatilla, Nez Perce, and Yakama Nation) due to climate change.  During the first year, an assessment of regional needs and opportunities will facilitate the development of a plan will be developed to address changes to tributary biotic and abiotic factors in tribal ceded lands that could limit anadromous fish production, including ESA-listed species, as a result of climate change.   CRITFC staff will assemble data from various databases and perform analyses of tributary temperatures, mainstem flows, and irrigation and municipal water diversions necessary for water resource planning to maintain anadromous productivity.

Specifically, during the first year the following activities are proposed:

• Coordination of regional climate change modeling efforts with CRITFC’s member tribes, the NOAA Science Center, and other regional stakeholders to assess gaps in data collection and methodologies. Ultimately, a collaborative effort should bring a multi-disciplinary perspective to the development of sustainable strategies that respond to climate change.
• Technical analysis in collaboration with the U.S. Geological Survey (USGS) to contribute to the development of a Climate Change Decision Support System.  CRITFC proposes to assemble tributary stream temperature data from existing sources in the Yakima subbasin and model changes to these temperatures under future climate change scenarios as part of a pilot test of the system.
• Technical analysis focusing on changes in mainstem hydrology and water quality due to climate change and development of adaptation tools and processes for addressing the impacts of climate change.
• An assessment of regional needs and opportunities for collaborative research and analyses in climate change modeling.

Based on the results of the analyses, options and strategies for application, the models will be incorporated, refined and expanded on in other tributaries within the tribal ceded lands over the future years of the project.
