STATEMENT OF WORK
FY 2011

Project Goal: Protect, conserve and enhance habitat values of the property for fish and wildlife.

Location of Project: The Forrest Conservation Area is located within the Upper John Day Basin in eastern Oregon.  The Conservation Area consists of two parcels, (3,445 acres) along the upper Mainstem John Day River and (786 acres) along the Middle Fork John Day River.  The Mainstem parcel is located ½ mile to the east of Prairie City and the Middle Fork parcel is located ½ mile west of Bates, Oregon.

Discussion: The Confederated Tribes of Warm Springs Department of Natural Resources will manage, plan and coordinate for the protection and enhancement of fish and wildlife and their associated habitats.  The ongoing operations for the 2011 contract period will entail property maintenance, boundary fencing, resource monitoring, CREP plant maintenance, water conservation methods, and tribal/public access.

This year the Forrest Conservation Area welcomes the new addition of the nursery and greenhouse staff to the program, formerly under the John Day Basin Watershed Program (2007-397-00).  The nursery and greenhouse are located on the Forrest Conservation Area but the plants they produce will still be utilized by restoration projects that the Watershed Program is involved with around the basin.  To reflect this addition, money from the Watershed Program has been transferred over to the Forrest Conservation Area's budget to cover staff and supplies, as well as corresponding work elements in this year's SOW.  In addition, the Forrest Conservation Area's inventory list will be updated with the nursery and greenhouse equipment.  As this will be our first year as a joined program, it will be a learning experience on all sides.

Actions needed: A request to pre-schedule $64,940 from the 2017 - 2018 budget year for more personnel, more field supplies, more utilities and subcontracts.
