Contract Description:
This project is a component of the Hood River Production Project (HRPP), which collects broodstock, and monitors escapement of returning adult salmonids in the Hood River.   Additionally this staff from this project provide overall guidance for the implementation of the HRPP.   Following the removal of Powerdale Dam on the Hood River and the associated fish trap, constructing, installing, and operating seasonal fish traps and weirs on the mainstem Hood River, Neal Creek, and possibly the West Fork Hood River.  The ODFW will be responsible for conducting all phases of the trap operation.  These traps will be used to collect winter steelhead and spring Chinook broodstock, and monitor escapement, and gather life history information, of all upstream migratory fish encountered at the traps.  Operation of the these traps requires close coordination with several other BPA funded projects associated with the Hood River Production Project (HRPP).  In addition, several other BPA funded projects rely on data and fish collected from these traps to accomplish their project objectives (1988-053-04, 1988-053-03, 1988-053-07, 2003-054-00).  The overall implementation of the HRPP is jointly managed by the ODFW and Confederated Tribes of the Warm Springs Reservation of Oregon (CTWS).

The project is planning on constructing a fish trapping facility at the Moving Falls fish ladder on the West Fork of the Hood River during FY12 to use as a primary broodstock and monitoring site for the West Fork Hood River.   The project may likely be delayed for up to a year,  due to ongoing negotiations between Longview Tiberlands and the state of Oregon concerning the legal easement needed for construction.    We anticipate requiring approximately $20,000 for completion of the trapping structure, however, no funding is associated with the FY12 contract due to the uncertainty associated with the construction during the contract period.   Primary capital funding for the construction of the Moving Falls Fish Ladder and Fish Trap is provided through CTWS.
