Contract Description:
The long term vision of this restoration project is to restore coho salmon to the Wenatchee and Methow river basins at biologically sustainable levels that will support harvest in most years. The project works toward development of locally adapted, naturally spawning coho populations in the Wenatchee and Methow subbasins by increasing the fitness of reintroduced coho salmon by reducing domestication and emphasizing local adaptation. The program will use strict broodstock collection protocols, which ultimately will place a limit on the proportion of natural origin adults in the hatchery program and place a limit on the proportion of hatchery origin adults on the spawning ground. This contract will allow for progressive movement through the 3-STEP process, of which, the program is currently involved in STEP 2 and moving towards a Record of Decision (ROD) tentatively scheduled for late spring/early summer 2012.  This decision of whether or not the coho project will continue towards full plan implementation, as outlined within the Coho Master Plan for Long-Term Restoration, will be guided by the comprehensive and detailed programmatic analyses of the Environmental Impact Statement (EIS) that has been submitted for review.  Our Project is in the phase of fine-tuning site specific details and the processes that are required to implement multiple new sites within this project.  A tentative schedule of 2013 for partial or full program implementation the Methow and/or Wenatchee basins is what the Yakama Nation is aiming towards.  Step 3 is designed to allow for refinements to specific sites and prepare for final reviews through the ISRP and funding agencies while coming to final design where construction is needed.    

This SOW includes includes work elements for tasks that will be completed prior to January 31st, 2014.  This 24-month contract is being put in place through Accord funding that will include fall activities for the 2012/2013 CYs and extend through the early winter 2014CY.  This contract includes pre-construction and other expense-side work that precedes and complements the construction work itself, which will be contracted separately with capital funds.  Ongoing fish production O&M and M&E also is in a separate contract.  This contract will predominately include subcontracted work to continue towards the process of refining site details and securing appropriate permits and rights associated with a functioning site(s).

Sites that will require some level of construction are listed below:
Methow: MSWA, Eightmile Ranch, Lincoln, Newby, a new Twisp site still be located, and Gold Creek.  Level of construction varies by site from existing pond modifications to new pond construction with an artificial intake system.
Wenatchee :Dryden, Natapoc, Chumstick (Boyce property), Koslowski, Chikamin, Minnow, Tall Timber, and Rohlfing's,  Level of construction varies by site from existing pond modifications to new pond construction with an artificial intake system to small scale holding and incubation facility.
