Contract Description:
The Washington Department of Fish and Wildlife (WDFW) and Columbia Land Trust (land-owner),  in partnership with BPA will conduct restoration actions within the tidal reaches of the Elochoman River and Slough (approximately Columbia RM 40).  The design work will provide the basis for the actions described under A and B  below.

A. Early Restoration Actions Conducted in 2012 will include:
    1. Logging Road Decommissioning
    2. Interior channel culvert Removal
    3. Erosion control of impacted area


B. Final Design of Replacement of Culvert on SR4 at MP 34.09 -- in 2013


This BPA contract will  fund the design for the replacement of the culvert at MP 34.09 (Phase 1).  This culvert replacement would occur during work window 2013.  Our approach is for WDFW engineers to take the lead in completing the culvert design work, with WSDOT will be a subcontractor providing design review and oversight to ensure design compliance with all WSDOT specifications and state highway construction standards.

In the attached Line Item Budget, the first tab outlines WDFW Contract Budget that summarizes all the work WDFW and WSDOT will be performing and the various Indirect charges these services. WSDOT Subcontract Budget is detailed in the second tab of the Line Item Budget attached, and additional details on the Geotechnical Office budget can be found under a third tab labeled Geotechnical Cost Estimate. On the WDFW Contract Budget tab, WDFW outlines the WDFW Indirect, and added two line items regarding the Indirect Rates charges on the WSDOT Subcontract: 1) on Item 2. Geotechnical Office portion of the WSDOT subcontract, WDFW has added the total rate for this item, and 2) another line item that adds the upcharge of16.66 % Indirect rate (the difference between the WSDOT rate of 11.7% and WDFW's current rate of 28.36%) on all WSDOT's services with the exception of Item 2. Geotechnical Office.  

After the design and final cost estimate is approved by BPA and WSDOT, a separate statement of work would be developed for the construction.  

The conceptual designs will be the basis for initiating county, state and federal permitting requirements, as well as the NEPA / SEPA environmental review processes.  The Final (100%) design will be the basis for the Construction phase of the project implementation.

Construction Planning: As part of this contract, WDFW will develop a Statement of Work and Draft Budget for the Construction Phase of the Project.

The Construction Phase is planned for 2014 -- to realize cost-efficiencies and  facilitate a WSDOT funded project -- in the same year --  to replace a second culvert crossing on SR-4.
