Contract Description:
Contract will cover continuing work related to pre-acquisition of identified priority properties and interim management of farm/ranch properties already acquired, under terms of the BPA/YN/MSRF MOA.  The purpose is to allow project sponsors to complete pre-acquisitions of properties that could be purchased with non-federal funds in order to implement side channel and floodplain reconnection projects along the Methow and Chewuch Rivers. BPA, MSRF and YN have agreed to use project funds for pre-acquisition activities relative to new acquisitions, but that any future real property acquisition (fee title or conservation easement) will be made using non-federal funding.  This is due to the time- and resource-intensive process requirements of the BPA land acquisition process, and associated uncertainties for landowner participation.

Methow Right RM 42-05-A
Property is located on right and left banks of the Methow River, approximately 1 mile north of Twisp, in T33R22S06, and consists of 4 separate parcels under a single ownership. The southern boundary of the right bank parcels adjoin MSRF-owned property.

Methow Right RM 42-03-K
Property is located on right bank Methow River, about 3 miles north of Twisp, in T33R22S07. Acquisition to target floodplain portion of property.

Chewuch Right RM 04-02-P
Property is located on right bank Chewuch River, about 3.5 miles north of Winthrop, in T35R21S22 and S23. Acquisition would target floodplain portion of 4 parcels. MSRF owns floodplain properties undergoing restoration between subject properties.

Other acquisition opportunities may arise through landowner outreach. Pre-acquisition efforts could be authorized and funded through modifications to this contract.

As to management of farm / ranch properties previously acquired, these properties were purchased with the intent to re-sell portion(s) which are active agricultural land, developed residential, or not otherwise to be in protected status. Activities to be completed during this "interim" period include preparation of and updates to management plans, negotiation of resale, operational lease(s), and general maintenance and operation of the facilities. Such resale, through conservation easement, is to be accomplished within 5 years of purchase. There are currently 2 properties in the Beaver Creek drainage in this status. One additional targeted property on the Methow mainstem would fall into this category.
