Contract Description:
The Columbia Habitat Monitoring Program (CHaMP; BPA Project number 2011-006-00) was initiated in 2011. As of 2017, the standardized CHaMP protocol was employed in 16 watersheds; 15 in the interior Columbia River Basin, and 1 in California. Programmatic funding for CHaMP survey efforts has been discontinued for calendar year 2018, although sampling will continue for a limited subset of watersheds funded through the Columbia Basin Fish Accord or other sources; including: 1) the Yankee Fork of the Salmon River (Shoshone-Bannock Tribe); 2) the South and Middle Fork of the John Day River (Oregon Department of Fish and Wildlife); 3) and the upper Grande Ronde River (Oregon Department of Fish and Wildlife and Columbia River Inter-Tribal Fish Commission).
Similar to CHaMP, a related project, the Integrated Status and Effectiveness Monitoring Project (ISEMP; BPA Project Number 2003-017-00) has undergone a reduction in scope for calendar year 2018. Specifically, field survey efforts in the upper-Columbia and John Day watersheds have been largely discontinued.

This contract funds Quantitative Consultants, Inc. (QCI) to collect, inventory, repair or dispose of, and distribute or store CHaMP and ISEMP sampling equipment from those groups that will not prosecute survey efforts in calendar year 2018.

Both programs (ISEMP and CHaMP) maintain an extensive inventory of sampling equipment. Following the collection of equipment, QCI will prepare an inventory report, comparing equipment received against standing project inventories; specifically identifying lost or destroyed equipment. Accompanying that inventory will be an assessment of equipment disposition, noting items that are irreparable and those in need of repair. At BPA’s direction, a final inventory will be prepared and equipment will be repaired, disposed of, or stored in current condition. Similarly, at BPA’s discretion, inventory will be distributed to those groups that will prosecute sampling efforts in 2018. Per direction from BPA equipment distribution will be either permanent (transferred to the inventory of those groups) or issued with the intent that it will be returned at the termination of survey efforts.
