Contract Description:
This contract will provide pre-construction fabrication of concrete "roughness panels" to improve fish passage in the Mill Creek flood control channel. Project construction on-site will occur in 2021. Fabrication needs to begin now due to the total number of panels needed (145), the rate at which they can be built (4 per week, max), and the fabrication facility is outdoors (winter weather negatively affects production).

Existing conditions in Mill Creek present depth and velocity barriers for returning summer steelhead, bull trout, and spring chinook. The roughness panels will replace some existing concrete in the channel. The roughness will create a zone of lower-velocity water, providing depths and velocities favorable to fish passage.
