In accordance with the Pacific Northwest Electric Power Planning and Conservation Act, Bonneville is funding the operation and maintenance of fish protection, mitigation and enhancement facilities in the Yakima River Basin.  Reclamation operates and maintain BPA funded facilities at BPA's expense.  

As of May 1, 2012 Yakima Fish Screen Phase II O&M, project # 199503300 continues under Project 1992-009-00.  In 1994, a Memorandum of Agreement (MOA) between Bonneville, Reclamation, and Washington State Department of Fish and Wildlife (WDFW) was drafted and agreed upon (BOR# 1425-4-MA-10-00840, WDFW# 241-950010).  This MOA, through the use of an Annual Work Plan (AWP), assigns specific duties to Reclamation for O&M of Phase II facilities and is funded by Bonneville through successive annual IGAs.

Proper operation and maintenance of Yakima phase II fish screening facilities was documented in a Pacific Northwest National Laboratory report by J.A. Vucelick, G.A. McMichael, and M.A. Chamness in 2003 entitled "Washington Phase II Fish Diversion Screen Evaluations in the Yakima River Basin, Annual Report 2003."

As of May 2021 this contract also includes the O&M at Roza Trap Facility - Yakima Field Office (YFO) Fish Passage and Screening crew will:

1) remove and replace oils in mechanical components requiring such i.e. air compressors, pumps, etc.  All other lubricated moving points shall be inspected and lubricated to insure proper operation.

2) inspect all mechanical components and structural components of the hopper hoist assembly for wear and operational ability.  Perform repairs and/or part replacement where needed.  Perform safety inspection.

3) inspect all mechanical components and structural components of the barrier hoist assembly for wear and operational ability.  Perform repairs and/or part replacement where needed.  Perform safety inspection.

4) inspect all mechanical components and structural components (other than hoists) for wear and operational ability.  Perform repairs and/or part replacement where needed.

5) secure facility from theft and vandalism and allow operators to work in a safe environment.  

6) YFO Power operations and maintenance crew will inspect the power distribution infrastructure that provides power to the Roza Adult Collection Facility once a year.

7) YFO locksmith will complete an annual maintenance on all locking mechanisms within the facility.  This shall consist of lubrication and checking for proper operation.  Should improper operation be found the lock shall be repaired or replaced.

8) Provide monthly operation inspections of the emergency lighting within the facility.  This ensures compliance with state and OSHA regulations.

9) Conduct any emergency related O&M as necessary to maintain the proper operations of the facility.
