This does not appear to be an RME or implementation proposal. Funding is requested for planning and coordination activities, augmented by assistance from subcontractors. No study plans or statistical designs are described, and no methods or metrics are specified. There are no scientific aspects that can be evaluated. The proponents propose to coordinate with the action agencies in modeling the effects of various hydropower system flow and management scenarios on survival of upper Columbia River adult salmon and steelhead. The objectives are very broad, and assignment of primary responsibility for the various work elements is not specified. It is unclear if the intent is to take on primary responsibility for model development or to play a secondary role by providing input to action agencies on model development. The proposal is not linked to the Chief Joseph Hatchery management plan. If the project budget includes funding for subcontractors, it is not broken out and identified as such.

Data sets and synthesis of data associated with alternative FCRPS operation, FCRPS model outputs to physical measures important to fish survival, alternate dry-water year operations effects to UCR anadromous fish survival, summer draft alternatives, and operations effects to reservior, anadromous fish and other tribal resource concerns will be made electronically available and uploaded in Pisces, consistent with the contract deliverables that they address and/or other data repositories that BPA and RM&E Workgroup believes is appropriate.

2. Existing data sets/reports/studies associated with historical UCR spring Chinook and steelhead and Snake River spring/summer Chinook and steelhead survival through the FCRPS (Bonn.-McNary), hydrosystem operations, harvest data and water quality data and migration behavior will be compiled and analyzed to assess whether or not there is a correlation to adult UCR spring Chinook and steelhead survival between Bonn. and McNary dams.  Analysis will also provide information on data gaps applicable to determining why UCR spring Chinook and steelhead survival rates through the effect area (Bonn.-McNary) is lower than expected and less than Snake River stocks.  Data sets/reports/studies and systhesis of these data and the study plan will be made electronically available and uploaded in Pisces, consistent with the contract deliverables that they address and/or other data repositories that BPA and RM&E Workgrooup believes is appropriate.

The Project Proposal ideified all BiOp RPA associations for this project, including RM&E, Hydo and Harvest.  RPAs identified by the RM&E Workgroup specific to RM&E RPAs are correct.
