Contract Description:
PROJECT PURPOSE:  
The purpose of this contract is to provide professional services to the Bonneville Power Administration for the Salmon Creek Instream Flow and Rehabilitation Master Plan project.  Services to be provided under this contract include formulation of an annotated outline and completion of a draft of the Final Master Plan based on review of the annotated outline.  An interagency review team, made of staff from the Colville Tribes, BPA and NPCC, will also be organized for review of the project.

The contractor was requested by BPA to provide a budget and a statement of work to produce the final draft master plan. This was due to the need to contract this work within fiscal year 2005. The contractor recommended that this project be contracted in two phases. The first phase would produce the annotated outline, which would provide for an accurate scope and budget of the needs to produce the final draft plan. The first phase would also allow the contractor to understand to available resources and completed work on this project to date for use in the second phase. The second phase would produce a final draft plan based on the defined work from producing the detailed annotated outline. The two phase approach would allow for a more logical approach to the final draft master plan and would allow for more accurate budget estimates.  The contractor was also asked to fit the work to a fixed budget number for writing the master plan that was not detailed out. NOTE: The inital scope of work has changed and the development of a new alternative for the project has been on-going. The duration of project has increased. Also the final development of the alternative to be described in the masterplan is not complete.  

PROJECT DELIVERABLES:  
The goal of the work to be accomplished under this contract is to develop a comprehensive document outline (Phase I)  and use this outline which will be used to implement production of  a final draft Master Plan (Phase II) .  An interagency review team organized under Phase I would also be involved in review of products in Phase II.

PROJECT ASSUMPTIONS:  
The contractor will provide the following services:
• Project management and coordination
• Planning services
• Technical writing and review
• Document layout
The following assumptions apply;
• DEIS will be completed and comments provided to the contractor in late September 2004.
• a preferred alternative for the project will be selected
• materials needed to produce the Master Plan are readily available
• engineering studies and cost estimates to be used in the plan are complete
• only 1 final copy of the document will be provided.

BACKGROUND:  
The Confederated Tribes of the Colville Reservation (Colville Tribes) wishes to rehabilitate Salmon Creek from its confluence with the Okanogan River upstream through areas affected by urban development, agriculture, and other man-caused development.  Background studies of the stream and formulation of approaches to re-establishment of habitat and instream flows were accomplished in 1999 and 2003.  A Draft Environmental Impact Statement (DEIS) will be released by BPA in Summer 2004. The DEIS analyzes specific actions designed to improve Salmon Creek for use by salmonids.  However, there is a necessity to place the proposals in a larger context, i.e. a Master Plan.  The Master Plan will examine the Salmon Creek project in relation to long-term goals for habitat enhancement and rehabilitation in the Salmon Creek Watershed, the cost and prioritization of such projects, funding sources, and technical challenges.
