Project Location:  City of Enterprise wastewater treatment facility and Alpine Meadows Golf Course, both on Trout Creek near river mile 1, and a tributary to the Wallowa River near Enterprise, Oregon.

Project Description:  Trout Creek, a tributary to the Wallowa River, is a steelhead-producing stream in Wallowa County.  At the lower end of the creek are the Alpine Meadows golf course and the City of Enterprise wastewater treatment facility.  The golf course currently pumps water out of Trout Creek for irrigation and the City of Enterprise discharges wastewater to the Wallowa River just above the Trout Creek/Wallowa River confluence.  In order to improve water quality and quantity, an additional polishing pond will be developed at the wastewater treatment facility.  Irrigation pipeline will be installed from the wastewater treatment facility to Alpine Meadows golf course.  In addition, an upgraded irrigation pumping facility will be installed on the golf course and the existing golf course pump station that takes water from Trout Creek will be removed.  This will enable the golf course to utilize wastewater for irrigation and will eliminate the use of water from Trout Creek for golf course irrigation.  This will also reduce the level of nutrient-enriched water that is being discharged into the Wallowa River.    

The removal of the golf course pump station and the reduction of wastewater discharge to the Wallowa River are expected to improve both water quantity and quality respectively.  In addition, the City of Enterprise is in the process of renewing their discharge permit with Oregon DEQ and must make improvements to their facility.  BPA/GRMWP funds will be used to pay for preliminary design.  With preliminary design funding sources such as OWEB, DEQ 319, and BPA funds can be solicited to help pay for the improvements.  

Contract Objective:  The objective of this contract is to fund the preliminary design for the project.  Wallowa Mountain Engineering will complete the conceptual design work, which will facilitate the pursuit of implementation funding from a variety of suitable funding sources.
