Applicable RPA Justification
149 Projects address passage and connectivity problems on both private (Plum Creek Timber Company) and federal land (Clearwater National Forest).  Both project areas are in the Lochsa Subbasin, tributary to the Middle Fork of the Clearwater, a BiOP "Priority Subbasin".
150 Both project areas contain listed steelhead and bull trout.  Culvert replacements restore connectivity of habitat on both USFS land as well as Plum Creek Timber Company (PCTC) lands.  Nearly all Forest System roads in the Analysis Area are cost-share easements with CNF and PCTC.  Project will also facilitate acquisition of private land.
152 Projects address all the bullets listed for this RPA with the exception of directly supporting TMDL development.  The data collected for both project areas may assist indirectly in TMDL development.

Cost Share on Project

This project is a part of the Clearwater National Forest-Nez Perce Tribe Watershed Restoration Partnership.  Since 1996, we have shared project planning, project costs, and implementation responsibilities with a 50-50 partnership.  During 2005 the Clearwater National Forest will provide a total of $564,000 in federally appropriated funds towards road removal and culvert replacement in the Analysis Area.  The Clearwater's monies will fund their staff, cost of contract preparation, NEPA and permitting, and implementation.  The cost share percentage of total project costs breakdown as follows:  Clearwater National Forest 72%, Nez Perce Tribe 28%.

Mandatory Training Justification

Training Funded by BPA
Herbicide Application (Certification Required):  In order to implement the noxious weeds treatment portion of this work statement at least one member of the NPTF/W crew must be a Certified Applicator of herbicides.  This will require a state certification course.  The costs of the course will be $50.  A total of 3 days lodging will be required.  Training should be reachable by vehicle.


Travel Justification

Portland:  Travel for data coordination meetings for two people.  Data coordination may require two nights stay for two people. The total travel to Portland will require 2 airline tickets and hotel rooms for the equivalent of 4 nights.

Boise:  Boise, Idaho is the designated location for project coordination meetings within the Mountain Snake.  The project leader will be expected to attend at least one day of meetings in order to coordinate the objectives of this project with the goals of the Mountain Snake Province and the NWPPC program.  It is possible that the location will change to McCall, ID, but this has not been determined.  This will require one airline ticket.

Field per Diem with Motel:  Training for herbicide application and inter-office project coordination meetings will require travel within the Mountain Snake Province.  

Field per Diem without Motel:  According the Nez Perce Tribe Human Resources manual, staff stationed at a field office will be eligible for field per diem at the rate of $15 per quarter of a day.  This comes out to be $52.50 per week for my crew at Powell as the first and last day of the week are calculated at ¾ of a day.  

Supplies and Equipment Justification

Supplies
Field Crews will require a variety of tools and supplies to work safely and effectively.  These supplies may include the following categories of items:
-Safety gear (examples include hearing protection, eye protection, leather gloves, herbicide application ppe, hard hats, ATV helmets, ramp for ATVs).
-Erosion control tools (examples shovels, Pulaski, sediment filter cloth, fence stakes, and chainsaw with replacement parts).
-Weed survey and data compilation gear (include palm pilots, hoops for transects, tape measures, landtype charts, and maps).
-Weed treatment supplies-includes backpack sprayers, ATV sprayer, and herbicides.
-Monitoring tools (laser level, tapes, transect hoops, sediment filters, turbidit y meters, suspended sediment analysis glassware and pump)
-Repairs to all  

Computer supplies include replacement ink cartridges (4 @100 each) and a drum ($500) for the laser printer, memory storage for the Pocket PCs and computers in the form of memory sticks and CDs.  

Office supplies will include material required for office management such as printer cartridges, paper, pens, pencils, computer support (CD, disks, repairs or replacement parts), etc.

Equipment

1. Herbicides:  A suite of herbicides will be used in treatment.  Herbicides will be chosen based on the type of weed and location of treatment. Three different herbicides will be used for certain in this program:  Transline at a cost of $40/acre, a picloram (like Tordon) at a cost of $10/acre, and 2,4 D at $5/acre.  A total of 500 acres will be treated.  For the purpose of the budget, herbicide cost were figured at an average cost of $17/acre.
