Contract History:
The Protect and Restore Mill Creek Watershed (200003600) has been an on-going project since 2000.  This project is being completed in cooperation with the NPNF.  The ultimate goal of the project is to restore the physical and biological characteristics of the watershed to provide quality habitat for anadromous and resident fish species that support the historical, cultural and economic practices of the Nez Perce Tribe.  The Mill Creek watershed contains high habitat potential for steelhead trout and bull trout; it has moderate habitat potential for spring Chinook salmon.  Restoration in this watershed focuses on restoring riparian processes by addressing increased water temperatures, cattle grazing degredation, fish passage issues, and noxious weed infestations.  Previously completed contract work includes culvert assessment and prioritization, 1 culvert replacement, annual riparian vegitation planting, installation of 2.5 miles of fence, and continued monitoring and evaluation.

Summary of 2006-2007 Contract Work:
This project is part of the Nez Perce National Forest-Nez Perce Tribe Watershed Restoration Partnership with in kind contributions from the Nez Perce National Forest.  Due to implementation complications, the current SOW has been extended for one year, resulting in an integrated SOW with a two year performance period of March 1, 2005 to February 28, 2007. This year's contract work will include 1 culvert replacement, riparian planting, fence maintenance, completion of the the design for 2 future culvert replacements, and continued monitoring and evaluation of watershed conditions and project effectiveness.

RPA Justification
149 Project addresses passage problems, primarily at road/stream crossings, on both private and federal land.  
150 Project protects productive non-Federal habitat, since listed salmon and steelhead ESUs are present within Mill Creek.
152 Projects address all the bullets listed for this RPA including support of TMDL development for the SF Clearwater River.  The data collected for the project area will assist in TMDL development.
153 Project addresses riparian planting and riparian protection program management.


Cost Share on Project

This project is a part of the Nez Perce National Forest-Nez Perce Tribe Watershed Restoration Partnership.  

Funding in the amount of $511,631 was approved by the Idaho Office of Species Conservation Pacific Coast Salmon Recovery Fund, which Camp Creek will benefit from a portion of that funding.

BUDGET JUSTIFICATIONS

TRAVEL
It is anticipated that provincial meetings and workshops will be conducted in Portland, Oregon, and Boise, Idaho during the contract period that are critical to contract management and future funding.  The project leader will be expected to attend meetings in order to coordinate the objectives of this project with the goals of the Mountain Snake Province and the NWPPC program and other regional partners.  In addition, to meet requirements of BPA to improve data storage methods and accessibility, the project manager or the project assistant may require a coordination meeting with StreamNet in Portland to work out how this might be achieved.  

The total travel to Boise/Portland will require 1 airline ticket and hotel room for the equivalent of 4 nights.
