The goal of the contract is to complete construction of the presently designed fisheries facilities referred to as the Northeast Oregon Hatchery whose configuration, at three locations, has been agreed to by BPA, NPT and all the involved agencies/tribes in a correct and timely manner.

The purpose of the project is to implement a fisheries augmentation program to enhance the returning Chinook population to the watershed involved in an efficient and effective manner as per previous agreements among the stakeholders.

Acting as BPA Project Engineer for the construction phases; Provide construction management services including, but not necessarily limited to, bringing the current construction budget elements up to date, relative to approving the revised cost, assisting BPA in any TERO impact on construction, reviewing/approving change orders, responding to requests for information, budget documentation, payment reviews, assistance with coordination with local interests, permitting compliance reviews, construction progress meeting attendance/documentation, coordination of BPA project documentation requirements, field inspections at critical times, redesign to any field condition changes/stakeholder changes, assessment.
