Contract number 26374 addresses actions committed to by the Action Agencies to fund modifications to the IDFG Eagle Fish Hatchery to facilitate the production of additional sockeye salmon broodstock to increase smolt production for the program.  CCR-8103 requests a time and funds extension to Contract 26374 to complete design drawings for the hatchery expansion project and to generate bid-ready plans and specifications.  Final design drawings and specifications will incorporate selected recommendations of a Value Engineering process initiated by BPA.  CCR-8103 identifies two construction actions (and funds) considered critical to complete during this phase of the contract (prior to the implementation of general construction).  These two actions involve the delivery of new electrical service to the proposed construction site and the abandonment of a well that lies adjacent to the construction site that is not serviceable.  CCR-10550 requests funds to support the construction element of the project.  Plans and specifications produced through the original contract (#26374) and Amendment 1 (CCR-8103) will be followed.

CCR-10550 was requested to address the construction phase of this contract.  The construction phase will include modifications to the water delivery system at Well #1 and Well #2 to the new building.  This contract also covers construction of a 80 ft x 180 ft block building for incubating and rearing captive broodstock sockeye salmon and provide isolated holding and spawning areas for anadromous returning sockeye salmon.  RSCI construction was the low bidder for this project.  Additional funds are also requested for construction management/oversight for MWH Engineering and IDFG engineering staff.  Final design drawings and contract with RSCI have been uploaded in the attachment section of this contract.

The Idaho Department of Fish and Game (IDFG) operates a Sockeye Salmon Captive Broodstock Program at the Eagle Fish Hatchery in southwest Idaho.  The captive broodstock program began at the Eagle Hatchery in 1991 as an effort to preserve the near extinct Redfish Lake population of Snake River sockeye.  The captive broodstock program at Eagle Hatchery is duplicated at NOAA Fisheries' Manchester and Burley Creek facilities in Washington state.  Since its inception, the program has been successful in preventing the total collapse of the population.  Today, IDFG collects adults returning to the system at trapping locations in the Stanley Basin of Idaho and spawns and rears those fish at the Eagle Hatchery.  IDFG also maintains captive broodstock where fish are reared from egg to maturity in a fresh water system.  The current Eagle Hatchery program supports the spawning and rearing for 400 adult (male + female) sockeye each year.

This contract proposal is in response to the Federal Columbia River Power System Biological Opinion Implementation (BiOp) Plan/Updated Proposed Action (UPA) associated with increasing the number of Snake River sockeye smolts by 150,000.  To accomplish this proposal the cooperation and efforts of three government entities has been planned (e.g., Idaho Department of Fish and Game (IDFG), Oregon Department of Fish and Wildlife (ODFW) and the National Marine Fisheries Service (NMFS)).  Improvements at the IDFG Eagle Fish Hatchery and NMFS Burley Creek Hatchery will focus on increasing sockeye salmon captive broodstock and egg production.  Improvements at the ODFW Oxbow Fish Hatchery will be made to accommodate the incubation, hatching and rearing of 150,000 sockeye salmon smolts for release into Idaho's Sawtooth Valley sockeye salmon production areas (Redfish, Pettit and Alturas lakes).

PLANNED IMPROVEMENTS

IDFG staff have identified the conceptual program for the expansion of sockeye production.  The basic program includes:
• Water Supply Improvements
• Demolition of Raceways A, B, C and D
• Hatchery Building
• Chilled Water System
• Site Work and Yard Piping Improvements

Demolition of Raceways A, B, C and D - The old raceway area will be demolished and the tanks relocated for future use.  The demolition will include the fencing, surface piping and appurtenances, and remaining concrete walls.  

The IDFG has selected Montgomery Watson Harza (MWH) as the engineering consultant to complete the planning, design, and construction management for the project. This Statement of Work addresses the Design element of this project (Details from Tasks 1 - 10 wil be included in following Work Elements).  This includes all work from Conceptual Design through the development of Final Documents used to put the project out to bid.  This will also include demolition of old concrete raceways and site preparation.  Additionally, this Statement of Work includes some labor and materials costs associated with hatchery maintenance related to project start-up. Hatchery maintenance will also include facility modifications associated with the capital construction project.  

Snake River Chinook salmon reared through the smolt stage of development for project no. 199700100 will not be impacted by the proposed project.  Facility modifications will have to be made (e.g., temporary tank locations) to hold maturing adult Chinook salmon returned from the NOAA Manchester Marine Laboratory.  In 2006, it may be neseccary to release maturing Chinook salmon directly to natal streams for volitional spawning.  Temporary facilities will be required to hold anadromous sockeye salmon adults transferred to Eagle from the Sawtooth Fish Hatchery.  Adult holding options and  priorities will be discussed at the technical oversight committee level.  

The feasibility of providing back-up water to existing safety-net facilities (e.g., old Eagle hatchery building and adjacent rearing site) will be determined as emergency water connections will be interrupted during the construction phase of this project. The IDFG will work with the contractor to determine the feasibility of providing a temporary connection to emergency water.
