Existing Conditions:

The open channel Fulton Ditch runs on a relative flat slope and parallel to the river until it reaches the fish screen about 1,050 feet downstream.  The ditch bench was cut into a steep bluff about 10 to 20 feel away from ordinary high-water line.  All of the ditch, except possibly for the upper end near the headworks, lies on land now owned by Okanogan County as part of their park system.  The existing open ditch is about 12 feet wide and full capacity, is about 18 to 24 inches deep.  The single headgate is about 4 feet high by 6 feet wide and is set in a 15-foot-long concrete headwall that ties into the dam and adjacent rock cliff.  The headgate and headwall overtop routinely by greater than average spring time flows of about 3,000 to 4,000 cfs, also causing ditch bank stability issues.  Adult fish have been seen spawning in the existing ditch.  This becomes a problem in the fall after irrigation season when the ditch is dewatered and the redds dry up.  The existing ditch has two concrete wasteway structures with stoplog control.  

Phase 1 Construction -

Phase 1 will result in placement of 775 lineal feet of 42" Diameter HDPE pipe within the segment of the Fulton Canal extending roughly from the first concrete spillway to a point just up canal from the existing fish screens.  All pipe will be placed within the existing canal alignment and will be bedded and buried to prevent potential impacts from seasonal high water events or flooding.

Repair and fish passage renovation will include:
Clearing and grubbing of a maximum of 1,100 feet of existing canal alignment
Site grading, excavation, backfilling, and construction embankments
Furnishing and installing a 775-foot length of 42-inch diameter high-density polyethylene (HDPE) pipe in Fulton Ditch, including earthwork and placing of a
maximum of 2,000 cubic yards of backfill along the canal alignment
Eliminating the existing upper ditch wasteway
Furnishing and installing riprap and bedding at both ends of the pipe
Hauling and stockpiling rock.

Project construction is currently scheduled to begin March 20, 2006.  All of the phase 1 construction will be out of the river channel and done in the dry.  Construction, likely to require 5 weeks, should be complete April 21.  This schedule allows for construction 5 days a week between the hours of 8 am and 5 pm.  Phase 2 construction is scheduled for fall 2006 and will be completed with a new scope of work.

Emergency Pipeline Repair -

A work element was added to capture emergency repairs to pipeline due to flooding in high spring runoff.
