Contract Description:
Since the early 1980's, the Bonneville Power Administration (BPA) and others in the Region have funded work completed by the Fish Passage Center (FPC).  The Center provided daily information and analysis for various State, Federal, Tribal and local agencies to serve as the basis for Operational Requests associated with the Federal Columbia River Power System (FCRPS).

In November 2005, the US Congress passed legislation (House Report 109-275), which forbids BPA from making additional obligations in support of the FPC.  However, the work/studies previously completed by the Center have been valuable to the regional Fish and Wildlife Managers.  As specified in the House Report, the work will be transferred to other existing and capable entities in the region with a continuity of the activities.  

BPA has a three pronged approach to this; Battelle will provide under a separate agreement non-routine technical analysis and a forum for coordination and peer review.  CBFWA has been requested to provide coordination services for FPAC.  PSMFC under this agreement will provide the following activities as defined by BPA in a December 2005 solicitation.

The work is to:

1. Manage real-time database of smolt monitoring (and related) data.
2. Perform routine analysis and reporting and make that information available on the internet.
3. Coordinate implementation of the Smolt Monitoring Program.
