This contract was initiated on July 1, 1984 under the BPA contract and allows for initial landowner contacts, agreement development, project design, budgeting, and implementation for anadromous fish habitat improvement on privately owned lands within the John Day Basin.  

The purpose of the John Day Fish Habitat Enhancement Program is to enhance production of indigenous wild stocks of spring chinook and summer steelhead within the sub basin through habitat protection, enhancement and fish passage improvements.

In work period 3-1-2007 thru 2-28-2008 the fish habitat program will accomplish approximately 11.0 miles of riparian fence, coordination with 6 landowners (Jackie Johns, John Habberstad, Alan Jacobs, Dale Campbell, John Mascall, and Jim Dovenburg).  There will be constructed 1.50 miles on Cottonwood Creek/Mascall property tributary to the John Day River, 3.50 miles on Alan Jacobs property tributary of the John Day River, 1.20 miles on Cottonwood Creek /Habberstad property tributary to the North fork of the John Day River, and 1.0 miles on Wall Creek/Campbell property tributary of the North Fork of the John Day River, Build approximately 1.0 miles on Jim Dovenburg's property on Widows Creek a tributary of the John Day River, and 2.0 miles on Jackie Johns property on Cottonwood Creek a tributary to the North Fork of the John Day River, riparian fence will be built.  There will be 1 off-site water developments on Cottonwood Creek/Mascall property and 1 off-site water development on Cottonwood Creek\Habberstad property.  There will be approximately 25 gates and 15 watergaps constructed on the six project sites.  On Mountain Creek/Jones property the juniper rip-rap placement will involve placement of juniper on 14 sites and cover approximately 72 feet per site, 0.20 miles of bank protection.  Juniper protection on Bob Brooks property along the mainstem John Day River protect 0.20 miles of streambank.

Program personnel will talk with landowners where the projects have expired and see if they would like to resign a Cooperative Agreement for an additional 15 years.  One landowner Alan Jacobs said he would like to resign approximately 2.0 miles or expired riparian fence for an additional 15 years.  Personnel needs to look over fence to look at potential areas of concern for keeping the fence in its current location.
