Contract Description:
Hemlock Dam is scheduled for removal during the summer of 2008.  Removal of the dam will improve migration, water quality, and habitat for Lower Columbia River steelhead, and will restore important watershed processes in Trout Creek, a tributary to the Wind River in southwest Washington.  This contract initially provided support to acquire engineering services for designing the dam removal and construction of a channel in the area occupied by the reservoir.  The contract is being amended in March 2008 to provide additional funds that will be contributed toward the construction contract that will remove the dam, excavate and dispose of sediments, and construct a channel through the impacted reach.  This contract is more than one year in length to allow continued support from engineering designs through the major construction period of the project.

This request for a NCTE contract amendment comes about as a result of some followup actions we intend to take at the Hemlock site.   The follow up work is focused on revegetation and construction follow up around the site.  The complexity of the project and delays brought about by the permitting process and legal challenges complicated our timelines.  There are existing funds available without tapping additional, non-obligated BPA funds because we were successful in acquiring additional cost share late in the process of design/implementation.
