Contract Description:
This contract provides FY07 funding for the Upper Columbia United Tribes (UCUT) to do the following:

1) inform, coordinate the participation of, and facilitate consensus-based decision-making among the 5 member Tribes of UCUT (Coeur d'Alene Tribe, Colville Confederated Tribes, Kalispel Tribe, Kootenai Tribe of Idaho, and Spokane Tribe) in issues related to the Fish and Wildlife Program.  

2) participate as a UCUT staff in forums and meetings where issues related to the Fish and Wildlife Program are being discussed, and report back to their members.  As directed by member Tribes, UCUT staff will communicate the 5 Tribes' consensus positions to regional decision-makers, and develop collaborative relationships with regional partners.

3) in FY07, collaborate with the Northwest Power and Conservation Council, the Bonneville Power Administration, and fish and wildlife co-managers to create a common definition and understanding of regional coordination under the Fish and Wildlife Program, and to develop an agreement by which regional coordination will go forward will take place within a set budget in FY08 and FY09.  

4) provide technical reviews; conduct outreach and education

5) produce Columbia Headwaters 25-Year Salmon Recovery Plan
