Bonneville Power Administration (BPA) is paying for the archaeology work and will be the Section 106 lead for the following projects:
• Hanan-Detwiler cross vane (2 sites)
• Hanan Detwiler wells (6 sites with 10 wells)
• Hanan Detwiler new line (3 sites)
• Knapp Wham instream structure/diversion headworks (2 sites)
• Knapp Wham settling basin/fish screen. (2 site)

The Scope of Work that follows describes the background work, field methods, and reporting proposed for the assessment.  Discussions of project schedule and cost follow.  

Scope of Work
The purpose of the survey is to identify and document prehistoric and historic cultural resources within the project area and to make recommendations regarding their potential significance.  Significance is determined under criteria of Section 106 of the National Historic Preservation Act.  The proposed effort will involve the following task elements:

• Background Research and Mobilization:  The Washington Department of Archaeology and Historic Preservation, Wenatchee National Forest, Yakama Nation and Colville Confederated Tribes will be contacted regarding previous archaeological investigations in the vicinity of the project area.  These materials and other relevant background information on the project’s environmental and cultural histories will be reviewed by the Project Manager prior to the fieldwork.  Mobilization will include gathering field equipment and supplies. A letter has already been submitted to the Washington Department of Archaeology and Historic Preservation and “government to government” letters have been submitted to the Yakama Nation and the Colville Confederated Tribes. Cascadia Archaeology shall do a literature search of the Washington Department of Archaeology and Historic Preservation records for these sites, obtain the available literature for each site before the field work begins.

• Field Methods:  Field work shall begin after the Washington Department of Archaeology and Historic Preservation, the Yakama Nation and the Colville Confederated Tribes have had 30 days to respond to the letters. Cascadia Archaeology shall provide notification of proposed field work dates to CCNRD and CCCD staff members prior to accessing sites in order to assure adequate communication to private landowners. The field work will consist of a pedestrian survey and shovel probing in areas where sediments have accumulated, where surface visibility is poor, or where bank exposures are insufficient.  Shovel probes offer the most practical means for identifying sub-surface archaeological materials, and up to 50 probes are estimated for the 7 parcels at a density of up to 6-8 per acre.  Probes will be 30 to 40 cm in diameter and excavated in 20 cm levels.  All sediments will be screened through ¼-in mesh hardware cloth.  If cultural remains, such as artifacts, features, or bone are encountered, excavation will cease and additional probes may be excavated to determine the horizontal extent of the material within the project boundaries.  Records will be kept for each probe describing depth, sediments, cultural material, and evidence of disturbance.  Locations of all shovel/auger probes, survey transects, and any cultural material encountered will be plotted on project maps.  If available when the field survey takes place, Susan Freiberg will act as field supervisor, with one field technician to assist in the fieldwork. If she is not, the field supervisor will be a staff archaeologist who meets the Secretary of Interior Standards for a Professional Archaeologist. No artifacts will be collected.  

• Technical Report:  One report will be provided for the 2 projects. The report will be prepared following guidelines of the Washington Department of Archaeology and Historic Preservation.  It will include a description of the proposed project, relevant background information, field methods, maps, results, and recommendations for any further work necessary to complete evaluation to Section 106 standards of any sites identified. At least two maps will be included by project, including a quad map and an Area of Potential Effect (APE) map. Cascadia Archaeology shall create the quad maps according to BPA specifications. Chelan County Conservation District will provide the APE maps. Report quality will be comparable to the Entiat River Bridge-to-Bridge Restoration Project Phase I Cultural Resource Assessment.

Schedule  
The following schedule is based on an assumed Notice to Proceed date of June 8, 2007. Delivery dates will be adjusted accordingly if the Notice to Proceed date changes.
June 8, 2007: Background research will be completed.

June 11-June 28, 2007: The fieldwork, scheduled for fourteen days would begin after the 30 day waiting period for the Washington Department of Archaeology and Historic Preservation and tribes has ended (letters were mailed on April 17, 2007).

June 29, 2007: A draft of the technical reports will be submitted. The draft report, in Microsoft Word format, will be provided to CCNRD and Colleen Spiering (BPA; see address below) for distribution to cooperators for review. The technical report shall include documents from the Washington Department of Archaeology and Historic Preservation Office regarding reports of known sites within the APE and surrounding area.

July 2-6, 2007: Cooperators, including BPA archaeologists, will provide comments and edits.

July 9-11, 2007: Cascadia Archaeology will incorporate comments and edits into the final draft as appropriate and deliver the final report to the CCNRD. Final deliverables will include 5 cds and 5 paper copies of the final report (Microsoft Word). One copy will be shipped by Fed Ex for signature upon delivery to BPA at the following address:

Cost
The cost estimate is for conducting Section 106 field work and report writing as described for the BPA-funded projects.

Work completed by Cascadia Archaeology must be acceptable to BPA and NOAA to receive payment of invoices for this scope of work.
