Contract Description:
A multi-year planning effort by ODFW and others has resulted in the publication of recommendations for habitat protection and habitat enhancement projects using a variety of techniques throughout the Willamette River Basin (found in the Loss Assessments, Oregon Trust Agreement, Gap Analysis, and Alternatives Team Recommendation documents).  These projects and others will assist BPA in carrying out its mitigation obligations for the construction and operation of the Willamette Valley Federal Hydro Projects.  Coordination and project development will continue to occur with major players in the Northwest Power Planning Council (NWPPC) Fish and Wildlife Program (FWP) Subbasin Planning efforts.

This year, the Willamette Basin Mitigation Program will emphasize: the implementation of habitat enhancement on existing mitigation lands; a partnership with the Willamette Partnership and US Army Corps of Engineers through its authority to assist in the development of  a Willamette Basin Floodplain Restoration Feasibility Study;  completion of an Oregon oak and ponderosa pine GIS map for Willamette subbasin with additional focus on riparian hardwood forests in conjunction with USFS and BLM; restoration of conservation easement sites; development of network of conservation easements on private lands (Philomath Oaks, Zena Timber, Wildish Property, Little Willamette near Albany, Luckiamute/Willamette/Santiam Confluence, and Mary's River Watershed); wetland and upland prairie restoration on E.E. Wilson Wildlife Area; assessments for management planning and monitoring of easements on Zena and the Lone Star properties, restoration of floodplain at Snag Boat Landing, and Lost Creek; and developing management plans for Sorenson Meadows, Herbert Farms, and Green Island  through this Statement of Work and resulting contracts.  The following Statement of Work falls under the Wildlife Mitigation Memorandum of Agreement between the Bonneville Power Administration and the Oregon Department of Fish and Wildlife signed in November of 2000.
