Contract Description:
The purpose of this contract is to provide policy advice to the Hatchery Scientific Review Group and managers of hatchery programs in the Columbia River Basin.  The HSRG has a separate contract with BPA through Dan Warren Associates.  This contract complements that contract by adding a policy perspective to the technical and scientific effort.  Specifically the contractor will staff and facilitate the Hatchery Reform Steering Committee meetings, help managers develop responses to the HSRG recommendations within their hatchery programs, attend HSRG regional reviews and cumulative reviews, and assist the HSRG at its review workshops in communicating with managers on optional reform actions as needed.  Deliverables associated with this contract include:
1.  Preparing for and facilitating 4 Steering Committee meetings.
2.  Preparing written assessments on specific recommendations related to differential harvest on mass marked fisheries, potential gear types,  manager responses as identified under work element D.
3.  Working with the managers to review and comment on their responses to the HSRG recommendations.
4.  Reviewing and commenting on the HSRG's final report on their findings which is due in December 2008.

The contractor will oversee the administration of this contract at no charge to BPA.
