Contract Description:
The Hood River subbasin supports populations of wild summer and winter steelhead and naturally produced Spring Chinook salmon.  Populations of wild summer and winter steelhead are currently listed as threatened under the Endangered Species Act.  The Oregon Department of Fish and Wildlife (ODFW) began implementing a monitoring and evaluation (M&E) project in December of 1991, primarily to collect life history and production information on stocks of steelhead and Spring Chinook salmon escaping to the Hood River subbasin.  BPA assumed funding of the ODFW's M&E project in August, 1992.  BPA funded the M&E project under BPA project #1988-053-04.  The project was designed to collect the information required to evaluate various BPA funded fisheries restoration projects in the Hood River subbasin, relative to their contribution towards meeting the subbasin' s biological fish objectives defined in the Hood River Subbasin Plan.  The two primary biological fish objectives are 1) to increase production of wild summer and winter steelhead (Oncorhynchus mykiss) to levels commensurate with the subbasin' s current carrying capacity and 2) re-establish a self-sustaining population of Spring Chinook salmon (Oncorhynchus tshawytscha) in the Hood River subbasin.  BPA currently funds six other projects which are designed to achieve the subbasin' s biological fish objectives.  They include BPA project numbers 1988-053-06 (Hood River Production Program PGE: O&M), 1998-021-00 (Hood River Fish Habitat), 1988-053-03 (Hood River Production Program - CTWSRO M&E), 1988-053-07 (Parkdale Fish Facility), 1988-053-08 (Powerdale/Oak Springs O&M), and 2003-054-00 (Hood River Steelhead Genetics Study).  Collectively, this project, as well as the other six, are implemented under the umbrella of what has come to be defined as the Hood River Production Program (HRPP).  The HRPP is jointly implemented by the ODFW and the Confederated Tribes of the Warm Springs Reservation of Oregon (CTWSRO).
