Contract Description:
The State of Oregon requires that the holder of a water right must show Beneficial Use of that water within five-years of obtaining the water right.  The Oregon Water Resource Department (NE Oregon Division) contacted BPA in 2007 regarding seven water rights BPA holds that need a Claim of Beneficial Use (COBU) Permit.  These water rights are located in the Umatilla, Walla Walla, and Grande Ronde basin which supports BPA funded hatchery projects.  By Oregon law a COBU must be performed by a Certified Water Rights Examiner (CWRE).  

This contract is to secure a CWRE to perform the COBU permits on BPA's behalf.
