Contract Description:
This "Model Watershed" was an outcome of the Northwest Power Planning Council's strategy for Salmon (NPPC, 1991) and was initiated in the fall of 1992 when former Governor of Idaho, Cecil D. Andrus, named the Idaho Soil Conservation Commission (ISCC) as lead agency and the ISCC designated the Lemhi River, Pahsimeroi River and East Fork Salmon River as the Model Watershed for Idaho.  In 2000, this area was expanded to include the entire Upper Salmon River Basin hence the name change to the Upper Salmon Basin Watershed Project.

On July 6, 2007 the State of Idaho and the Bonneville Power Administration entered into a MOU to demonstrate a commitment to and new course for the Upper Salmon Basin Watershed Project.  This contract is to further clarify the role and commitments made by the Governor's Office of Species Conservation in carrying out its new oversight responsibilities.  This contract will also specify the various work elements to be carried out by the Upper Salmon Basin Watershed Project.  

The BPA has funded the Upper Salmon Basin Watershed Project since 1992 and this partnership has successfully implemented many habitat improvement projects.  It is the intent of the State of Idaho and BPA to build upon the successes of the past and learn lessons from past experience.
