The purpose of this contract between Bonneville Power Administration and PC Trask & Associates is to assist the Action Agencies in the evaluation of federal 2008 BiOp habitat restoration projects. In 2006 and 2007, the Action Agencies developed a methodology to evaluate habitat restoration projects in the lower Columbia River. Approximately 30 completed or in-progress projects were evaluated based upon ecosystem criteria and their application to NOAA Fisheries Estuary Recovery Plan Module actions. In addition, benefits resulting from future restoration projects were also estimated based upon predicted levels of funding and resulting projects. This contract will provide funding for the evaluation of substitute projects (some in-progress projects will fail due to normal issues that arise during implementation) and also evaluation future projects as they are funded. The contractor will participate on a technical panel facilitated by PNNL and perform assignments as directed. The contractor will also assist Bonneville Power Administration and the Army Corps of Engineers, as directed, to provide analysis or background information relative to legal needs. The contractor will also provide support as directed to the Washington Department of Fish & Wildlife in the Washington Estuary MOA.
