Contract Description:
The Teanaway River Watershed Protection Project includes work to improve in-stream and riparian habitat, particularly in the North Fork Teanaway  River watershed.  Barrier removal projects are being conducted with the assistance of other programs and funding sources on two left bank tributaries of the North Fork, Jack Creek and Indian Creek. Both creeks intersect the NF Teanaway Road and the culverts at each of those intersections are barriers to fish passage because they are perched above the streambed significantly.   They will be replaced with three-sided box culvert (Jack Creek) and a pipe arch culvert (Indian Creek). Access will be provided to nearly 9 miles of habitat for salmonids including Steelhead, Spring Chinook, Coho, and Bull Trout. In conjunction with barrier removal, riparian habitat will be improved on 0.1 acres and six large woody debris structures will be installed, along with habitat boulders to improve in-stream habitat complexity.
The matching funds for construction include $534,000 from the Salmon Recovery Funding Board, $150,000 from the Western Federal Lands Highway Division, and $18,000 from the USFWS Partnership funds.  The final bid package is complete, as this project was bid in June 2008 however all bids were rejected due to lack of funds.  Certainty of success for a re-bid of the project, and construction in 2009, will be enabled by a $275,000 infusion from the Teanaway  River Watershed Project (200711200), as itemized in the attached Revised Line Item Budget (1/27/09).

The Jack Creek and Indian Creek culvert replacement projects came in under budget, leaving remaining funds.  On the mainstem Teanaway River, due to the January 2009 flood event, the grade control structures associated with two pump stations (Red Bridge Road and Lambert Road) were severely damaged. Work is underway with multiple stakeholders to assist the irrigators with repairs at these sites that allow for fish passage as well as diversion of irrigation water. KCCD used local funds to complete conceptual designs and conduct a meeting with the irrigators and other stakeholders in March 2010. All efforts are now focused on construction during the 2010 summer months.  Matching funds will be necessary for construction to occur.

CCR 21325 Update - For the Red and Lambert Bridge passage fixes, matching funding for implementation fell through.  Also, alternative design concepts have been suggested and need to be reviewed. Therefore, this contract is being extended through November 2011.  This will allow the design issues to be resolved and allow resources - including other cost share funds and USBR in-kind services - to be coordinated for a summer 2011 construction season.
