INTRODUCTION:  SCOPE OF WORK
The Oregon Department of Fish and Wildlife (ODFW) is collaborating on Step-3 design of a new Lostine River Hatchery facilities, and modifications to Lookingglass Hatchery and Imnaha acclimation facility. The deliverable for RPA 177, which states, "In 2002, BPA shall begin to implement and sustain NMFS-approved, safety-net projects."  This action funds the actual implementation and operation of safety-net projects.  Depending on the planning results, specific measures may include funding modifications to existing facilities, or construction and operation of new facilities.  The obligation to fund the safety-net program, including O&M, M&E, will continue indefinitely, as circumstances warrant.  The core team is currently developing the final Step 3 for Council submittal.  The purpose of this contract is to coordinate ODFW efforts for technical reviews of this submittal and technical reviews of final designs (Step 3).

Additionally the Department has been notified that the NPT is expected to produce a Grande Ronde Coho Master Plan and Steelhead Master Plan and the Confederated Tribes of the Umatilla Indian Reservation Umatilla expect to produce a spring chinook master Plan for the Walla Walla.
