Contract Description:
CCR 24666 - This amendment includes work elements to cover interim management activities for the Beaver Ck SM 05-01-C property.  As per the BPA/MSRF/YN MOA governing use of BPA funds to acquire real property for fish habitat protection in the Methow River Valley, MSRF intends to resell, with a conservation easement, all or parts of this property within 5 years of purchase.  The MOA provides for BPA to reimburse MSRF, via a contract, for the costs of interim management, not including costs of incidents of ownership such as property taxes and weed control.

MSRF will not continue pre-acquisition activities on the following properties at the direction of the Yakama Nation.

One additional property, described in WE R, was identified and targeted for acquisition. Pre-purchase activities are underway.

Methow Right RM 56-01-R
The subject property is located on the right bank Methow River, about 7 miles northwesterly of Winthrop, WA., on Wolf Creek Road. The project is within a reach defined by the Bureau of Reclamation Big Valley Reach Assessment as Project Area 56-0. It is identified as high risk for flood channel avulsion and lateral meander. The parcel has previously been developed for residential use with an existing approved single family residential structure, well, and septic system, located within the areas of identified avulsion risk. This project proposes to secure a conservation easement covering the areas of floodplain and avulsion risk. MSRF will then assist the landowner with proceeds from the conservation purchase to relocate the existing residence and appurtenances and implement initial vegetative restoration of former residential areas.

It is anticipated that the conservation easement purchase and subsequent actions will be completed under separate BPA / YIN contracts.

This acquisition is necessary to complete side channel reconnection, instream habitat improvement, and riparian restoration projects along the Methow River. The current landowner has expressed reluctance to have side channels opened on land they own because they are concerned that the projects will increase their liability and reduce their property value.

%Methow Right RM 42-01-S
These acquisitions and/or easements (as appropriate) are necessary to complete side channel and floodplain reconnection projects along the Methow River. The current landowner has expressed reluctance to have side channels opened on land they own because they are concerned that the projects will increase their liability and reduce their property value.

%Chewuch Right RM 04-01-L
These acquisition and/or easements (as appropriate) are necessary to complete side channel reconnection projects along the Chewuch River. The current landowner has expressed reluctance to have side channels opened on land they own because they are concerned that the projects will increase their liability and reduce their property value.

%Beaver Creek RightLeft SM 5-01-C
This acquisition is necessary in order to improve instream flows and restore approximately 23 acres of riparian habitat in Beaver Creek. To make these improvements, existing land uses will need significant change. The current landowners are not willing to allow these changes on their property while they own it because, in their view, accommodating restoration projects will diminish the property's value.
