Contract Description:
NOTE: CCR19845 amendment reflects additional contract funding in support of implementation of PIT tag arrays described in Fast Track proposals for projects 2003-017-00 and 2010-032-00. The Work Elements associated with the contract change request include A 185, AK175, AL70, AM156, AN157, AO159, AP160, AQ161, and AR162. The bulk of the contract modification exactly follows the original fast track proposal for project 2003-017-00. An additional $5,561.47 will be transferred to CCR19845 from fast track proposal 2010-032-00 to enable contract 45428 CCR19845 to administer satellite communications and propane for the upper Imnaha River and Big Sheep Creek PIT tag arrays originally proposed under fast track proposal 2010-032-00. CCR19845 includes three subcontracts:
1. The Nez Perce Tribe subcontract funds cultural resources surveys for the upper Imnaha River, lower Imnaha River, Joseph Creek, Big Sheep Creek, Grande Ronde, Lolo Creek, and South Fork Clearwater PIT tag arrays. This subcontract also funds a full-time biologist to conduct daily operations of the aforementioned PIT tag arrays, including routine operations and maintenance responsibilities, troubleshooting, and raw data manipulation. Lastly, this subcontract funds the NPT database administrator to assist in development of the ISEMP databank, which will house and distribute data generated by the PIT tag arrays. This subcontract is associated with Work Elements AH165, AK175, AL70, AN157, AP160, and AR162.
2. The Idaho Department of Fish and Game subcontract funds IDFG employees to attend training on routine operations and maintenance and  troubleshooting specific to PIT tag arrays located in the Middle Fork and Upper Salmon Rivers. IDFG was selected to conduct routine operations actions at these sites owing to the proximity of the sites to current IDFG monitoring infrastructure (rotary screw traps). This subcontract is described in Work Element AM156.
3. The Northwind Environmental subcontract funds Northwind Environmental, Inc. to conduct a cultural resources survey at the sites proposed for PIT tag array installation on the mainstem upper Salmon River. Northwind Environmental was selected for this task owing to their familiarity with the upper Salmon River, and demonstrated performance in a prior cultural resources survey conducted for ISEMP under contract 40950. This subcontract supports Work Element AH165.


Since its inception in FY2003, Project #2003-017-00 (the Integrated Status and Effectiveness Monitoring Program; ISEMP) has been developing two novel monitoring and evaluation programs: (i) subbasin-scale pilot status and trend monitoring efforts for anadromous salmonids and their habitat in the Wenatchee/Entiat, John Day and South Fork Salmon River basins, and (ii) effectiveness monitoring for suites of habitat restoration projects in selected watersheds within the three target subbasins. This work - critical for implementing the 2000 NMFS FCRPS Biological Opinion (RPA Actions 180, 181, and 183) (BiOp) and UPAs from the 2004 BiOp - builds on current status and trend monitoring programs within each of these basins. Several regional and local organizations are funding and implementing these programs. In short, this project has integrated existing and new monitoring and evaluation activities in three pilot subbasins to help ensure that provisions of the BiOp are satisfied. This contract is one of several contracts that will implement this project. The final report for this contract will contain data that will 1) be submitted to NOAA Fisheries (also a contractor under this project) for use in a project level integrated Annual Report and 2) be submitted to BPA as a contract final report according to the terms of this contract.  Quantitative Consultants, Inc.  role has been, and continues to be, to enable the Bonneville Power Administration to implement Project #2003-017-00 in the Salmon River subbasin and other pilot subbasins.

The Salmon portion of the ISEMP project began in 2005 with the completion of a study design (attached and available at http://www.nwfsc.noaa.gov/research/divisions/cbd/mathbio/isemp/docs_salmon.cfm#2005), which received a positive review by the Independent Scientific Review Panel in 2006 (ISRP 2006-1; attached and available at http://www.nwfsc.noaa.gov/research/divisions/cbd/mathbio/isemp/docs_salmon.cfm#2005). Implementation of the ISEMP project in the Salmon subbasin was funded in FY2008, with on-the-ground actions commencing in FY2009.
