Contract Description:
The Washington Department of Fish and Wildlife (WDFW),  in partnership with the Corps of Engineers, Portland District (CENWP) and its AE Contractor (HDR) will to assist the CENWP and the AE contractor with the 536 feasibility study on the ecosystem restoration needs and opportunities within the tidal reaches (RM 0.0 – 0.56) of Abernathy Creek.  The purpose of the 536 feasibility study is to investigate and recommend appropriate restoration alternatives through conceptual analysis, provide comprehensive planning, engineering and environmental background information to accomplish ecosystem restoration.

The purpose of this contract  is to for WDFW to provide project coordination and oversight of technical products developed by the AE contractor; work tasks include:
• Coordination with AE Contractor (HDR);
• Development of Habitat Restoration Alternatives;
• Technical input -- compile and provide data;
• Environmental compliance;
• Review and revise the AE Contractor's documents and deliverables, and;
• Conduct Public Outreach for the Washington Estuary MOA projects.

A.  Coordination with the Corp's AE Contractor (HDR);

The Corps-WDFW Project Development Team will participate in a maximum of seven bi-weekly face-to-face or teleconference meetings -- scheduled and facilitated by the Corp's AE Contractor under its Task Order (TO) -- during the entirety of the Abernathy Feasibility Study:
a. Any proposed changes to Feasibility Study methodology should be addressed by the AE Contractor in the coordination meetings.
b. This coordination is in conjunction with the meetings and coordination described in other tasks.

B.  Development of Habitat Restoration Alternatives;

WDFW will assist the BPA, the Corps and its AE Contractor to identify and evaluate Alternatives.

The Corp’s AE Contractor shall develop and define up to six alternatives for the site, in order to accomplish the project goals (Corps TO Task).  As part of the Corps plan formulation process, WDFW will participate in up to three meetings conducted by the AE contractor, including:
   1) One on-site field meeting in combination with one work-shop style meeting. (includes the Corps-WDFW Project Development Team).

    2) The Corps-WDFW Project Development Team will participate in one preliminary meeting prior to choosing the final alternative – where the AE Contractor shall present each developed/defined alternative.  This meeting should result in a narrowed list of alternatives to be further developed.  

WDFW will assist the Corps and its AE Contractor Choose and Develop a Final Alternative

The Corps-WDFW Project Development Team will participate in one analysis meeting conducted by the AE Contractor (Corps TO Task 5) -- using Corps Planning Guidance criteria with preliminary information to further on narrow this list down to those alternatives which can meet the criteria.  A preferred alternative shall be chosen during this meeting.  

C. Technical input -- compile and provide data:

WDFW will provide the Corp’s AE contractor access to previously compiled and publicly available documents including relevant data and maps (Corps TO Task 7).

D. Environmental compliance:

Covers work by WDFW to assemble, gather, acquire, or prepare documents in support of BPA's environmental compliance; includes providing data and maps, and obtaining permits.

1.  Assist BPA and the Corps with environmental compliance (NEPA).
2. Obtain state permits and SEPA as needed to implement the Abernathy Feasibility Study.

E. Review and comment on the AE Contractor's documents and deliverables:

WDFW review of the AE submittal documents for the Corp’s AE Contractor task order may include:
Habitat Suitability Index
Economic Analysis
Wetlands Delineation
Topographic Survey
HTRW (contaminants)
Water and Sediment (Optional)
Geotechnical Borings/Analysis (Optional)
Hydrology and Hydraulics (Optional)
Fluvial Geomorphology (Optional)
Initial Draft Feasibility Report
Final Draft Feasibility Report

F. Coordinate with COE and BPA on public outreach for Abernathy Tidal Restoration project.

WDFW will provide information to the public regarding the development and implementation of the Abernathy Tidal Restoration Project under the Washington Estuary Habitat MOA.  Media for public information dissemination will include:

1.  News releases regarding Washington Estuary Habitat MOA planning and project implementation.

2.  Information posted on the WDFW website.

3. One public outreach meeting
