Contract Description:
This contract is one of several under the overall PNAMP Coordination project, BPA Project 2004-002-00.  The structure and functioning of the Pacific Northwest Aquatic Monitoring Partnership (PNAMP) collaboration are described in detail at the project level in BPA's Pisces and Taurus (cbfish.org) applications.  An early emphasis of the expanded PNAMP strategy is the Integrated Status and Trend Monitoring (ISTM) effort for the Lower Columbia River.  

PNAMP's Lower Columbia River ISTM contracts include work by Oregon State University (OSU) designing EMAP analytical support and web tools.  Also, there are contracts with ODFW and WDFW for design of salmon and steelhead monitoring strategies.  Essential to each State's ISTM assessment work is the development of data management tools via parallel contracts specifically for that purpose.   WDFW is developing data capture components.  This ODFW data development contract scope is a bit broader.  

The purpose of this contract is to pursue completion of the data management development steps for the Oregon side of the Lower Columbia River (LCR) for adult abundance.  Then, as time and resources allow, include efforts focused on adult productivity, juvenile abundance/productivity, spatial structure, and then diversity.  Data management development steps are:
• Confirm/finalize inventory of existing monitoring data
• Create data flow diagrams for each existing priority data collection effort
• Develop metadata for each existing priority monitoring data collection effort
• Identify and compile any important LCR datasets not already obtained
• Develop standards for terminology (a data dictionary), and
• Develop systems to capture priority existing data
