Contract Description:
CREST proposes to implement two restoration projects in 2010 contract period. The Otter Point Restoration Project Phase I will occur between September 1, 2010 and October 15, 2010. A cross dike will be constructed in Phase I, which allows for appropriate settling before it is subject to tidal forces. Secondarily, the site will be prepared for the dike breach in 2011, and channels will be constructed with LWD placed at key locations. Phase II will reconnect 33.5 acres with full tidal influence. Fort Columbia will be constructed between October 15, 2010 and February 1, 2011. A fish passable culvert will be constructed which will restore passage to a 96 acre wetland and facilitate the restoration of at 8-12 acres of tidal estuarine habitat. A pilot channel will provide immediate access to the wetland for juvenile and adult salmonids.

Within this contract, major work elements are directly related to implementation of Otter Point and Fort Columbia. Additional actions focus on community outreach and project development. Projects in development will be reviewed by the Estuary Partnership' s Science Work Group and additionally be subject to review and assignment of survival benefits by the Expert Regional Technical Group. Monitoring will be conducted by CREST biologists to better quantify use and habitat lift for individual project sites.


Updated 11-24-10 - We are prescheduling $135,000 from FY 11 To FY 10 to complete construction at Ft Columbia site and to complete survey work for future restoration sites.

Updated 04-22-11 - Changes are being made with a contract amendment to reflect that new requirements by ACOE require certification both to breach existing dikes and to build new cross dikes.  This work must be done prior to construction for breaching and new cross dike can occur.  The construction phase will now have to occur in the next contract performance period.
