Contract Description:
The first foods of the Columbia River Inter-Tribal Fish Commissions' (CRITFC) four member tribes (Warm Springs, Umatilla, Nez Perce, and Yakama Nation) include water, salmon, steelhead, sturgeon, lamprey, wild game, roots and berries.  The culture and subsistence of tribal members revolve around the harvesting of these foods.  Climate change will likely impact many if not all of these resources, and may necessitate adaptation by the tribes to maintain their traditional culture and way of life.  During the second year of this project CRITFC will continue to evaluate potential impacts on first food resources due to climate change.  CRITFC staff will continue to collect data on potential changes to tributary biotic and abiotic factors in tribal ceded lands that could limit anadromous fish production, including ESA-listed species.   Data will continue to be assembled from various databases and analyses performed of tributary temperatures, mainstem flows, and irrigation and municipal water diversions necessary for water resource planning to maintain anadromous productivity.

During the second year of this project the following activities are proposed:

• Continue to coordinate regional climate change modeling efforts with CRITFC’s member tribes, the NOAA Science Center, Climate Impacts Group (CIG) and other regional stakeholders to assess gaps in data collection and methodologies.
•              Track transboundary Columbia Basin climate change research related to the regional processes including the National Drought Information Center, associated  recently established regional climate change information centers (RISAs) established thorough NOAA, and other processes such as the Reservoir Management Joint Operating Committee and efforts by the Northwest Power and                 Conservation Council among others.
•              Specific review of appropriate climate inputs and results will be provided for models such as HYSIM, GENESYS, RES-Sim, biological fish survival models and temperature models and coordination of the use of the CRITFC data base tool ( funded by this project in year one) with these models to examine various future climate change scenarios and their effects on mainstem Snake and                     Columbia River flows and ecological functions such as fishery production.
• Apply methods from the U.S. Geological Survey (USGS) Climate Change Decision Support System project experience in the Yakima River Basin to the Upper Grande Ronde Basin.  CRITFC proposes to assemble tributary stream temperature data from existing sources in the Upper Grande Ronde subbasin and model changes to these temperatures under future
                climate change scenarios.
• Continue the technical analysis focusing on changes in mainstem hydrology and water quality due to climate change.
• Monitor and update assessment of regional needs and opportunities for collaborative research and analyses in climate change.
• Produce reports specific to the tribal ceded areas and resources of each of CRITFC's  tribes for help in climate change adaptation planning. and disseminate information on CRITFC website.
• Expand dissemination of climate change data  on CRITFC website.
•              Update the Event History Application developed for USFWS to estimate entrapments and strandings throughout the Hanford Reach with 2011, 2012, and 2013 flow seasons and 3-4 different climate change flow scenarios in order to model the impacts of climate change on Hanford Reach Fall Chinook entrapments.
•              Expand on Data Base software developed in year one of project on computing Climate Change Flood Control Curve scenarios.


Based on the results of the analyses, options and strategies for application, the climate change models will be incorporated, refined and expanded on in other tributaries within the tribal ceded lands over the future years of the project.  These efforts will be coordinated and collaboration sought with CRITFC's member tribes, the FCRPS operating agencies, state agencies, NOAA, USFWS, and other basin tribes.
