Contract Description:
This project is a carry over from 2011 Targeted Solicitation Process.  The project was delayed due to high flows during the construction window and the inability to perform instream work.

This is one of three projects funded, in part, by BPA (matching funds from SRFB and USFWS) through the Upper Columbia Habitat Project in initially for the FFY 2011 (project # 2010-001-00).  The costs associated with administering this contract are covered under the programmatic project (contract # 55221).  

This newly proposed project is located within the mainstem Entiat River at River Mile (RM) 21.2 to 21.4 in what is known as the “Stillwater Reach.” This reach will be intensively monitored to quantify the biological response to restoration activities by the ISEMP Program from 2012 – 2014.  Our primary intent is to improve habitat complexity for listed salmonids (spring Chinook and steelhead) by constructing several Engineered Log Jams (ELJs) in the main channel and along the banks. The Entiat River currently lacks significant Large Woody Debris (LWD) due to historical in-stream removal and riparian timber harvest practices which continue to limit natural recruitment (ACOE, 2001). Several investigators have suggested that fish habitat in the Entiat River is of low-quality, in-part, due to a lack of in-stream complexity, cover, and deep pools (examples: Andonaegui, 1999; Bureau of Reclamation, 2009). By directly increasing the amount of LWD in the channel, we will improve habitat quality in this reach, as well as promote a positive trajectory for improved geomorphic function.

This contract is awarded to the UCSRB under the programmatic project contract # 55221. The UCSRB manages and coordinates the overall Upper Columbia Habitat Project through the Targeted Solicitation Process. The UCSRB has subcontracted with Chelan County NRD to serve as project sponsor to implement the project.  Chelan County NRD will advertise and award contracts to various subcontractors to prepare documents, harvest and haul logs, construction access improvements, perform helicopter mobilization, build engineered log jams, haul soil amendments, and revegetate the site after construction.   Chelan County NRD will also subcontract with the USFWS to develop the project design.  Chelan County NRD will subcontract with an engineering firm to review the USFWS design. USFWS and other engineering work falls under WE C.   Funding for this project is split between BPA and the SRFB,  Additionally, the USFWS is providing $30,000 for large woody debris acquisition.
