Contract Description:
%  The following changes have resulted in a reduction in the overall project cost (Spring 2014 edits):

• The cost for construction management has increased in order to sub-contract with ICF for engineer oversight during construction management at the Harrison RM 4 project.  Initially, USBR was going to design and manage construction on river left, However, USBR sub-contracted design to ICF so engineer oversight for construction management for river left actions needed to be added to the contract.
• Sod replacement in the staging area was removed as a sub-contract because it will be completed by the contractor as part of their site restoration budget for Harrison.
• The cost for supplies/equipment has increased because CCNRD will rent an electroshocker.  Previously, we had discussed having USFWS assist with this task but it turns out they are too busy to be available for all de-fishing efforts as part of construction.
• The Harrison construction contract cost decreased because there will not be a helicopter used to deliver logs.  Instead, orchard trees will be removed and the landowner will be compensated directly by BPA.  This area will be re-planted with native riparian species.  Other changes in construction costs include decreases in several line item cost estimates as the project moved from 30% to 100% design.

The Lower Entiat Side Channel Enhancement project includes restoration actions near river miles (RM) 1.65, 1.71, and 4.  This project is located within the Lower Entiat which is part of the Intensively Monitored Watershed and construction is scheduled for this area in 2014.  This contract will fund Chelan County Natural Resources Department (CCNRD) staff to participate in the development of final design and construction of this project.  This will involve coordination with landowners and stakeholders.  Project partners include Bonneville Power Administration as funder, Cascadia Conservation District, and US Fish and Wildlife Service who will provide engineering design documents.  Additional project stakeholders include the Entiat Habitat Subcommittee, Regional Technical Team, utilities, landowners, Yakama Nation, sub-contractors, and other entities that will be identified as part of the project development.  

CCNRD has been working with Reclamation and USFWS to design and obtain permits for restoration project implementation in 2014.  Under this contract, CCNRD will manage construction of the Lower Entiat Side Channels project.  This will include ensuring environmental compliance prior to commencement of construction.  CCNRD will hire one or more subcontractors to install large wood structures and enhance three side channel areas located at RM 1.65, 1.71, and 4.  Access to the side channel near RM 4 will require installation of a temporary access bridge for equipment access to the side channel enhancement area.  Once earthwork and large wood placement is completed, the temporary bridge will be removed and all disturbed areas will be restored to stabilize soils and revegetate the areas.  CCNRD will oversee construction to ensure construction is consistent with plans, specifications, and environmental permits.

This contract for the Lower Entiat Side Channel Enhancement project will fund the following construction actions:
• Enhancement of 1532 linear feet of side channel habitat in three locations (river miles 1.65, 1.71, and 4).
• Installation of large wood structures near the side channel at river mile 4
• Installation of a temporary work bridge for construction access near RM 4
• Removal of two levees on river left near RM 4 (total length 340')
• Installation of five large wood structures to add bank roughness on river right near RM 4
• Site restoration including revegetation

The project will provide the following functions:  
• Perennial fish access to >500 linear feet of side channel habitat for summer and winter rearing and refuge
• Improved fish access to >1000 linear feet of side channel habitat for spring rearing and refuge
• Improved channel bank structure and form through increased edge habitat and improved riparian vegetation cover

The functions listed above will benefit ESA listed spring Chinook, steelhead, and bull trout by increasing summer and winter rearing and refuge habitat and providing additional resting and holding areas for various life stages.

The actions funded under this contract are elements of a larger multi-agency effort to implement habitat improvement projects within the Upper Columbia River Tributary system designed to address the priorities established by the Upper Columbia Salmon Recovery Plan.  The Bureau of Reclamation (Reclamation) completed the Lower Entiat Reach Assessment in 2012.  The Reach Assessment identifies anthropogenic impacts to the Lower Entiat River and potential project areas that benefit ESA-listed fish species.  Following completion of the Reach Assessment, Reclamation worked with the Upper Columbia Regional Technical Team (RTT) to describe restoration goals, objectives, and proposed project locations in a February 2012 memorandum.  The actions proposed as part of this contract are consistent with the recommendations in this memorandum.
