Contract Description:
Methow Salmon Recovery Foundation (MSRF) and its partners, including Bureau of Reclamation (Reclamation), Methow Conservancy, and Trout Unlimited (TU), plan to implement a reach-scale salmon habitat enhancement project in the Lower Twisp River between 2014 and 2017. This contract will fund implementation of the Twisp River Floodplain Project  funded through the UCSRB targeted solicitation process.

Project activities will include construction of instream, wetland, and floodplain habitat features including boulder clusters and log jams, removal of previously placed fill material, levees, berms, roads, and drains in wetlands and floodplain areas, removal of abandoned irrigation infrastructure, re-vegetation with native riparian species, mechanical weed control, construction management and oversight, permit compliance and reporting, landowner/stakeholder outreach and coordination, and related project coordination activities.

Environmental compliance for the implementation phase of the project will be completed under the previous contract. Additional possible EC for implementation activities includes additional Section 106 cultural consultation as needed, limited federal Section 7 ESA consultation (USFWS and NOAA) as needed should any unforeseen issues come up during implementation that requires additional permits or consultation. EC completed under the previous pre-implementation contracts will include Section 106 Cultural Resource Consultation, Section 7 ESA consultation for implementation activities and other environmental permitting processes completed through the JARPA, WDFW Hydraulic Project Authorization, SEPA compliance, Corps of Engineers Nationwide permits, county shorelines and floodplain development, and water quality permits.

The goal of this Twisp River Floodplain implementation contract would be to work with BPA, UCSRB, and the Bureau of Reclamation to implement the project at the site during the fall 2015 and the spring/summer/fall 2016 work windows.
