Contract Description:
Work under this contract cycle will specifically support aircraft services for the implementation of the Upper Twisp River large wood supplementation project. This project is also supported by contract 73548 REL 127, WE: E Upper Twisp River large wood supplementation.

* All design work and HIP review for this project was completed under contract 73548 REL 91.
* All S106 compliance and HIP review was completed under contract 73548 REL 91.
* USFS will act as the lead Federal agency and complete the NEPA for this project.

The work under this contract is to conduct aquatic habitat improvement projects in the Methow Subbasin.  Projects to be implemented will primarily emphasize benefits to ESA listed spring Chinook, summer steelhead, and bull trout and secondarily to other salmonids and Pacific lamprey.

Prioritization for the project that this work will support is based on the 2014 EDT model run for the Methow Subbasin, the 2017 Regional Technical Team Biological Strategy and the Upper Columbia Salmon Recovery Boards prioritization.    

CTCR staff funding allocated under this contract are for: Matt Young (CTCR Methow Contract Manager - contract management); and field technician staff are used as available to assist in field work.  Field work to be conducted during this contract period include implementation of wood supplementation projects in the Twisp watershed.
    
The contractor (CTCR), its designated agents, sub-consultants and project stakeholders will be available, responsive and will collaboratively address contract related issues during the term of the contract. Contract issues include but are not limited to technical, policy, regulatory, project management and associated elements related to the project. Successful execution of this contract is contingent on alignment of the preceding contract issues with the BPI and BPA contracting processes, project management plans, design review protocols (including but not limited to BPA RRT design review, and integration of input and comments from BPA).

CTCR Contract Manager and design consultants will cooperate, coordinate, collaborate, and maintain effective communication with BPA PM/COR, EC Lead, and BPA ETS, during the entire length of this design contract. CTCR and its subcontractors will address BPA comments and concerns, and the two entities will arrive at a mutual beneficial consensus.
