Contract Description:
The CTUIR Walla Walla River Basin Fish Habitat Enhancement Project, initiated in 1996, is an ongoing effort to monitor, protect, enhance, and restore the natural form and function of rivers, floodplains, and native fish habitat. Restoration project location and selection criteria is derived from various managerial guidance documents and based upon identification and addressing factors limiting salmonid production including the Middle Columbia River Steelhead Recovery Plan (NMFS 2009), Bull Trout Recovery Plan (USFWS 2015), Walla Walla Subbasin Plan (NPCC 2004), Umatilla River Vision (Jones et al. 2008), Lower Walla Walla River Geomorphic Assessment and Action Plan (CTUIR 2014), and the Lower Mill Creek Final Habitat and Passage Assessment and Strategic Action Plan (CTUIR 2017). The Project is responsible for improving physical habitat conditions for ESA-Listed salmonid species.  

Major tasks to be completed by the project in this funding cycle include:  

1) North Fork Touchet RM 1.3-2.0: Implement restoration actions along a 3/4 mile reach of the river focusing on habitat complexity, floodplain reconnection, and post-construction riparian restoration.      

2) North Fork Touchet River RM 2.0 - 3.3: Finalize design initiated in 2019 to restore 1 mile of the North Fork Touchet River. Plan for implementation in 2021.    
        
3) Walla Walla River Nursery Bridge Project: Complete Phase 2 Final & Phase 3 30% designs, Imp & Mon. Plans, Staking, Oversight, As-Built, and Implementation Plan. Continue with planning, design and coordination for habitat and passage improvements at Nursery Bridge. This project will plan for construction in 2021.

4) Walla Walla River Forks Confluence: Complete final designs and secure easements for priority reach established for ESA-Listed salmonid species. Project involves reactivating floodplain, improving passage and complexity, and restoring river into historic channel. Project will plan for construction in 2021.

5) Mill Creek: Complete implementation of fishway improvements at the City of Walla Walla Mill Creek Dam to bring the fishway into full compliance with federal and state fish passage requirements.

6) Upper Walla Walla Basin Prioritization: Complete inventory and assessment for the upper Walla Walla Basin used to identify and prioritize future projects.

7) Enhance riparian vegetative components at restoration project sites: Plant new vegetation and maintain previously planted areas.
