Background:

The Umatilla Fisheries Restoration Program is a comprehensive plan to re-establish salmon runs and enhance summer steelhead runs in the Umatilla River basin. Projects associated with this plan include artificial production, new ladders and screens, fish trap and haul, and stream habitat and flow enhancement. The Umatilla Basin artificial production program consists of Umatilla Hatchery for fish production and satellite facilities for adult holding and spawning and juvenile acclimation/release. As fisheries co-managers, ODFW currently operates the Umatilla Hatchery and CTUIR, under this project, operates the satellite facilities.  

Minthorn, Imeques C-mem-ini-kem, Thornhollow, and Pendleton were completed in 1985, 1994, 1995, and 1999, respectively, and are used for temporary holding (acclimation) and release of juvenile salmon and steelhead. Bonifer was completed for juvenile acclimation and release in 1983, however; it had not been used since 2003 and was formally turned over to CTUIR Habitat Division in 2016. Minthorn is also used to hold and spawn adult summer steelhead collected from Three Mile Dam on the Umatilla River. Three Mile Dam Adult Holding and Spawning Facility was completed in 1996 and is used to hold and spawn coho and fall Chinook adults. The South Fork Walla Walla Adult Holding and Spawning Facility was completed in 1997 and is used to hold and spawn spring Chinook adults. The operation of these facilities is closely coordinated with ODFW and is detailed in the Umatilla Hatchery and Basin Annual Operation Plan.

Project Goal

This project provides for the operation and maintenance of both juvenile and adult satellite facilities. The goal of the project is to assist in achievement of Umatilla Basin adult salmon and steelhead return goals by increasing smolt-to-adult survival/returns through acclimation of juvenile salmon and steelhead in natural production areas in the Umatilla River basin and operating adult holding and spawning facilities to provide adults for outplanting program and salmon and steelhead eggs for the Umatilla production.

Location of Project

The project includes seven satellite facilities located in the Umatilla and Walla Walla River basins in Umatilla County, Oregon. Bonifer, located adjacent to Meacham Creek at river mile (RM) 2, spills into Boston Canyon Creek, which flows approximately 20 yards before entering Meacham Creek. It is no longer in use for fish production and oversight of this facility was transferred to the CTUIR  Fisheries Habitat Division in May 2016. Meacham Creek flows into the Umatilla River at RM 79. Minthorn is located approximately four miles east of Mission, Oregon. The facility is located near the mouth of Minthorn Springs Creek, which enters the Umatilla River at RM 63.8. The Pendleton, Thornhollow, and Imeques facilities are located on the Upper Umatilla River at RM 56, 73.5, and 79.5, respectively. The Three Mile Dam facility is located on the lower Umatilla River at approximately RM 3. The South Fork Walla Walla facility is located east of Milton-Freewater, Oregon. The facility is located on the South Fork Walla River at approximately RM 7.

BPA-Furnished Property

·    Minthorn - The facility is located on tribally owned property. The facility includes two concrete raceways, pump station with two 10 h.p. vertical mixed flow pumps, 30 KW standby generator, water outlet control structure which also functions as a summer steelhead broodstock holding area, and two storage buildings.

·    Imeques - The facility is located on BPA owned property. The facility includes a water intake structure with automatic screen cleaner, water headbox/distribution system, two storage buildings, four acclimation ponds, and water outlet and fish release structure.

·    Thornhollow - The facility is located on BPA owned property. The facility includes a water intake structure with automatic screen cleaner, pump station with three 15 h.p. vertical mixed flow pumps, 60 KW standby generator, water headbox/distribution system, two storage buildings, two acclimation ponds, and water outlet and fish release structure.

·    Pendleton - The facility is located on state (ODFW) owned property. The facility includes a water intake structure with automatic screen cleaner, pump station with three 30 h.p. vertical mixed flow pumps, 80 KW standby generator, water headbox/distribution system, storage building, four acclimation ponds, settling pond for pond cleaning, and water outlet and fish release structure.

·    Three Mile Dam - The facility is located on Bureau of Reclamation owned property. The facility includes a water intake system with automatic screen cleaning, pump station with four vertical mixed flow pumps (1-10 h.p., 1-20 h.p., 2-25 h.p), six adult holding ponds, mechanical fish crowder, visitor facilities including restrooms, 125 KW standby generator, and chemical storage, bunkhouse and spawning buildings. The bunkhouse includes two bunk rooms, kitchen area, office space, shop and restrooms. The spawning building includes a fish lift, electroshock anesthesia system, sorting and spawning facilities, wet and dry storage/work rooms, walk-in cooler and restroom.

·    South Fork Walla Walla - The facility is located on BPA owned property. The facility includes a water intake system with automatic screen cleaning, pump station with three vertical mixed flow pumps (1 - 30 h.p, 2 - 200 h.p), ozone water treatment system, settling pond, five adult holding ponds, mechanical fish crowder, 350 KW standby generator, chemical storage and spawning buildings and two homes for nite watch personnel. The spawning building includes a fish lift, electroshock anesthesia system, sorting and spawning facilities, wet and dry storage/work rooms, walk-in cooler and restroom.

BPA holds the water right permits for South Fork Walla Walla, Thornhollow and Imeques facilities.
