Contract Description:
The purpose of this contract is to provide conservation enforcement of Tribal Codes and Tribal harvest limits, enforcement of Tribal, State, and Federal laws within the Confederated Tribes of the Umatilla Indian Reservations 1855 Treaty Area, conservation enforcement on the mainstream of the Columbia River at all Usual and Accustomed fishing areas in Zone 6 and the east end of Zone 5, and is targeted at reducing the illegal take of Salmon, Steelhead, Sturgeon, and other resident fish to aid in the rebuilding of native fish populations.

A Confederated Tribes Umatilla Indian Reservation (CTUIR) Fish and Wildlife Enforcement division will provide 1.5 enforcement officers for enforcement activities for the 1855 Treaty reserved mainstream and tributaries of the Columbia River. Coordination between all jurisdictions involved in the enforcement effort will increase effectiveness and alleviate duplication of efforts. Officers will enforce fisheries and habitat regulations on the Umatilla Indian Reservation, and outside the reservation at all Usual and Accustom fishing areas, and within and outside all Aboriginal title lands. Tribal Enforcement officers will protect anadromous fish, resident fish and critical habitats on the Umatilla Indian Reservation, and outside the reservation at all Usual and Accustom fishing areas and within and outside all Aboriginal title lands. An organized evaluation of desired and actual achievement (budget, personnel, equipment, coordination, contacts, warnings, arrests, seizures and critical habitat protected) will analyze the impact of the program. The increased enforcement presence will act as a deterrent to illegal activity and public awareness programs will increase support and understanding of the goals of the program. Increased survival rates of both juvenile and adult salmonids and protection of critical habitats are the goal of this program. Conservation enforcement plays a vital role for the protection of the investments made by BPA, past, present and future projects.
