Contract Description:
The Middle Upper Grande Ronde River (MUGR) Phase 2-3 fish habitat project is located on Wallowa-Whitman National Forest (WWNF) lands along a 5 mile reach of the mainstem Grande Ronde River between river miles 158 and 164. Located in the Grande Ronde Atlas Biological Significant Reach (BSR) UGR 15, the reach is high priority, Tier 1, critical habitat for Threatened Snake River spring Chinook salmon and summer steelhead. The reach also supports Threatened bull trout and resident fish. Life stages include spawning and summer/winter parr rearing.

The reach is a largely confined, high gradient canyon with interspersed inset floodplain segments, homogeneous, plane bed riffle-run channel form that lacks habitat diversity, complexity, and large pools, with altered sediment regime, thermal loading, and fair riparian condition. Spawning habitat is severely limited with poor spawning gravel condition. Rearing habitat is limited due to lack of pool habitat, bedform diversity, velocity refuge and habitat complexity. All life stages are affected by thermal loading, though the reach is noted for nodes of cold water refuge.

Project goal is to improve spawning and rearing habitat and increase juvenile rearing habitat capacity. Objectives include re-connecting floodplain segments, promote geomorphic/bedform diversity and sediment routing/storage, increase habitat complexity, and develop/enhance pool habitat. Expected outcomes include increased floodplain connectivity, increased off channel and low velocity habitat, and increased pool and cover habitat. Continued beaver colonization in conjunction with habitat actions could contribute to increased water storage, hyporheic connectivity, riparian and wetland plant communities and improvements in thermal regime over time.

A total of 51 large wood structures, consisting of channel spanning log jams, deflectors, apex structures will be constructed. An additional 35 floodplain wood complexes will be placed in an along side channels and floodplain segments. Sixty-six boulder clusters consisting of large and medium size boulders will be placed along confined reaches to create pocket pools and velocity refuge. See attached project construction drawings for additional detail. Wood structures and boulders will be placed by helicopter at locations with difficult access. Ground based equipment will be utilized to install structures in locations with existing access routes as designated in construction drawings. Wood structures will be stabilized using a combination of pins and boulder placement. Gravel augmentation to embed wood structures is desired to improve structure performance and achieve objectives which could be a potential future addition based on performance of project. Suitable material sources is under investigation and uncertain for this phase of the project. Designated staging areas depicted in drawings will be utilized for staging wood and boulder materials. Project is scheduled for implementation beginning in Fall 2022 with materials acquisition and construction during summer 2023.
