Contract Description:
This contract is for Implementation of the Nason Creek RM12 Floodplain Reconnection Project. Previous funding from other sources has supported the design phases of this effort. Currently, we are working to prepare construction-ready designs and bid documents, and complete a Conditional Letter of Map Revision (CLOMR) with the Federal Emergency Management Agency (FEMA) and other permit applications. In addition, our design team is working with BPA staff to align the designs with HIP requirements.

During the implementation phase permits will be secured, the construction contracting process will be completed, and the project will be constructed. We will develop and issue bid packages for construction and restoration planting, select and contract with contractors to complete ground-based construction and post-construction shrub/tree planting, and renew our contract with the design engineering firm (Natural Systems Design - NSD), that has been part of this project since the beginning, for construction oversite and post-construction reporting.

We will work with these contractors to prepare for an anticipated summer 2026 construction effort (approximately July through October). Upon contract execution and notice to proceed, the construction contractors will begin preparations needed to complete the project including, but not limited to, obtaining materials and supplies and preparing construction submittals (e.g., Dewatering and Isolation Plan, Temporary Erosion and Sediment Control Plan, Temporary Bridge Drawings, etc.). During construction, they will mobilize to the site and complete tasks necessary to implement the project. NSD will assist with review and approval of contractor submittals, and will provide construction oversite during project implementation. A landscaping firm will be subcontracted to assist with tree and shrub planting needed to rehabilitate areas disturbed during project construction. In addition to the contracting mentioned above and other project administration, CCNRD will work with Chelan-Douglas Land Trust staff to assure project implementation is consistent with their stewardship plans for their properties that make up a portion of the project site. CCNRD will provide supplies and materials and complete all actions needed to implement fish salvage, water quality monitoring, and other tasks needed for environmental compliance, and will administer all contracts and provide construction management and oversite during project implementation. It will also acquire plant materials for post-construction planting. This scope also includes post-implementation environmental compliance and grant reporting, including three years of post-construction vegetation maintenance and survival monitoring needed to comply with anticipated provisions of the Washington State Hydraulic Project Approval.

CCNRD will apply for approximately $215,000 in cost share funding from another source (anticipated to be Rock Island Tributary Committee) to support this implementation effort.

This project was selected for funding in the FY25 Targeted Solicitation under Bonneville's Upper Columbia Habitat Programmatic (project #2010-001-00). This contract contains subcontracts.
